Job Description:
L3Harris is seeking an Industrial Security Manager / Communications Security (COMSEC) Manager within the Spectrum Superiority sector at the Salt Lake City, UT facility. In this capacity, the COMSEC Manager is responsible for the implementation, management and execution of NSA/CSS Policy Manual 3-16 (Control of Communications Security Material) as well as National Industrial Security Program Operating Manual (NISPOM) 32 CFR Part 117 and any other applicable government requirements. The Communications Security (COMSEC) Manager is responsible for the receipt, transfer, accountability, safeguarding, accounting, and destruction of COMSEC and cryptographic materials assigned to the organization's account. The COMSEC Manager will be a subject matter expert with comprehensive knowledge of job area and in-depth knowledge of project management. This position manages project initiatives of substantial importance to the organization with minimal oversight or direction.
Essentials Functions:
- Manage and maintain meticulous inventory control programs and records for secure equipment (such as secure telephones and encryption devices) and classified keying materials.
- Oversee the secure receipt, control, storage, distribution, and ultimate destruction of COMSEC and cryptographic materials and hardware.
- Ensure required COMSEC safeguards are in place and adhered to.
- Train personnel and staff on proper COMSEC procedures, secure equipment usage, and handling protocols.
- Manage and conduct COMSEC inventories, internal self-inspections, and prepare for external government audits as required.
- Manage the establishment and maintenance of COMSEC storage areas.
- Identify, investigate, manage and report COMSEC incidents, compromises, or violations, and implement corrective measures.
- Communicate within and outside of the organization to explain and influence practices, processes and approaches.
Required Qualifications:
- Bachelor's Degree with 9 years prior experience, Graduate Degree with 7 years prior experience. In lieu of a degree, minimum of 13 years of prior related Industrial Security / COMSEC experience.
- Active DoD Top Secret security clearance is required; adjudicated and current Continuous Evaluation date.
Preferred Qualifications:
- Bachelor’s degree in Security Management, Homeland Security, Security Administration, Criminal Justice, Industrial Security Management, Information Systems Security, Information Technology Management or other relevant field.
- Ability to complete NSA’s COMSEC Manager training within six months.
- 6 years’ experience as a COMSEC Manager or Alternate COMSEC Manager (Industry or DoD).
- Familiarity and experience with the Distributed INFOSEC Accounting System (DIAS) software.
- Familiarity and experience with Simple Key Loaders (SKL), REAlly Simple Key Loaders (RASKL) and Tactical Key Loaders (TKL).
- Ability to lift a minimum of 30 lbs.
