About the opportunity:
L3Harris Technologies is seeking a Director of Program Management to provide overall leadership and management of the Enterprise Network Modernisation Program (ENMP) for Airservices Australia. In this role, the candidate will maintain full responsibility for the end-to-end management of all aspects fo the program across a broad-spectrum consortium of teammates to lead the transformation and modernization of the Australian Air Traffic system. This role will be a full-time role working in our Melbourne, Victoria, Australia office and will require occasional travel to customer and supplier locations mostly in Australian capital cities.

Essential Functions:
The successful candidate will report to the Division General Manager based in the US, and will share in the responsibility for the overall success of the ENMP Program. The role requires a candidate who is entrepreneurial and comfortable leading a team in a highly dynamic, challenging and ambiguous environment with a very demanding customer. Must be experienced and comfortable leading large, complex systems engineering programs in Air Traffic management, defence or telecommunications.
The role requires excellent leadership and communication skills, a positive approach, highly organized and someone who is keen to work hard alongside peers to make their mark in a high volume, exciting commercial environment.
Duties may include the following:
- Responsible for the overall cost, schedule and technical performance of the program across the variety of task order-based Statements of Work. This includes relationship management, maintenance of performance schedules, collaborative subcontractor SOW development, identifying risks, and ensuring a smooth, efficient and on-time delivery to the customer.
- Proactive management of high volume of change. This requires an ability to follow the program’s change process and other change mechanisms developed, ensuring timely responses to change requests, ensuring subcontractors meet tight deadlines at times, and coordinating with the Solutions Architect, Project Engineer, Commercial Manager, Subcontracts Program Manager and the Partners on proposal activity.
- Actively lead and manage required Program level and/or Customer reporting and reviews.
- An ability to effectively communicate both verbally but also in writing; in leading meetings, presentations to the Airservices customer, internal team members and consortium partners.
- Collaboratively resolving issues, conflicts, and/or disputes if they arise.
- Managing and working collaboratively with the broader Commercial and Contracts Team and ensuring all commitments are met.
- Working closely with the ENMP team to both obtain and understand relevant information about issues and communicate that to the wider team and manage them to conclusion.
- Understanding of and management of the Finance team to ensure pricing is correct, to establish, monitor and report budgets and variances using Earned Value. Keen understanding of telecommunications pricing methodologies and equipment depreciation rules and schedules.
- An ability to think quickly and have a commercial approach to matters with or without guidance.
- An ability to have hard conversations when required in a manner that maintains important collaborative relationships.
- A strong understanding of the Lean Principles and proactive with process improvements to streamline and improve productivity by the team.
- An ability to process complex information quickly and make commercial decisions.
- Ability to generate and present effectively and professionally.
Qualifications:
- Bachelor's degree (Engineering, Business, Project Mgmt., Law) with a minimum of 12 years' related experience, or equivalent industry experience; or Graduate degree (Engineering, Business, Project Mgmt) with a minimum of 10 years’ related experience or equivalent industry experience.
- 7+ years’ experience leading Air Traffic, Defence or Telecommunications systems integration projects;
- 7+ years’ experience with Earned Value Management (EVM)
Desirable Skills and Qualifications:
- Background in engineering or technical field
- Background in delivering telecommunications projects within Australia
- Background in delivering projects into a regulated, safety critical industry such as Air Traffic within Australia
- Motivated self-starter with a strong entrepreneurial focus
