Job Description:
Procurement Professional with strong knowledge of supply chain and procurement with broad knowledge of project management. This role manages complex procurements, projects and processes that can be inside or outside of their immediate job area. Typically, responsible for managing multiple Government procurements in support of multiple Government Programs. Explains, interprets, communicates and achieves cooperation on policies, procedures and practices with internal and external customers. Typically provides guidance and assistance to other employees. This position requires following established procedures and policies to perform assigned tasks. Requires use and/or application of supply chain/procurement principles, theories, and concepts learned from prior experiences with the analysis of the issues. Work is performed with general oversight.
Essential Functions:
- Subcontract Strategy Formulation: Develop and execute subcontract strategies to align with program and organizational objectives, while effectively managing risks and ensuring compliance with procurement policies.
- Contract Negotiation and Management: Lead negotiations to establish subcontract agreements with favorable terms and conditions. Manage contracts throughout their lifecycle, ensuring all parties adhere to agreed terms.
- Performance Oversight and Evaluation: Monitor and evaluate subcontractor performance using defined metrics. Conduct regular reviews and audits to ensure subcontractors meet delivery schedules, quality standards, and cost requirements.
- Collaboration and Communication: Collaborate with cross-functional teams, such as engineering, finance, and program management, to ensure subcontract requirements are clearly understood and support program needs.
- Risk Identification and Mitigation: Identify potential risks associated with subcontracting activities. Develop and implement risk mitigation strategies to address these risks, minimizing impact on project delivery and costs.
- Travel: Travel as required to support customer meetings, site visits, program reviews, cross-functional collaboration, and project execution. Travel requirements are typically 25-30%.
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior relevant subcontracts experience. Graduate Degree and a minimum of 4 years of prior related subcontracts experience. In lieu of a degree, minimum of 10 years of prior related subcontracts experience.
Preferred Additional Skills:
- Experience supporting defense, aerospace, or other government contracting environments
- Strong knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and subcontract flow-down requirements
- Experience developing statements of work, requests for proposal, and subcontract terms and conditions for complex materials, hardware, software, or services
- Familiarity with cost analysis, price analysis, negotiation strategy development, and subcontractor risk assessment methodologies
- Experience administering cost-reimbursement, fixed-price, time-and-materials, and other subcontract types
- Experience managing complex subcontract modifications, change activity, funding actions, and supplier performance issues
- Working knowledge of export compliance considerations, including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
- Experience supporting audits, compliance reviews, CPSR-related activity, or internal control requirements
- Demonstrated ability to influence cross-functional teams, resolve complex supplier issues, and drive subcontract execution in a fast-paced environment
- Experience mentoring junior team members or serving as a resource for less experienced professionals
- Working knowledge of export compliance considerations, including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
- Experience supporting subcontract modifications, funding actions, earned value considerations, or supplier performance improvement initiatives
In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $91,500.00 - $170,500.00. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, Virginia, and Vermont is $79,500.00 - $147,500.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
