Job Description:
This position is the ISR Sector site lead for its Tampa office in Ybor City, Florida. Serving as the lead interface at ISR Sector for international pursuits for SkyRaider II International business development. Oversees the execution of IRAD, marketing, and proprietary projects relating to USSOCOM and its SOFWERX activity near the L3Harris Tampa facility. Provides strategic guidance to the MMG Site Lead and the business development staff regarding pursuits and business opportunities related to USSOCOM and its various components. Mentors the SkyRaider II combat development division as it investigates technical solutions to meet capability gaps for AFSOC and SOCOM mission requirements.
Key Responsibilities:
- Recommends new products, processes, policies, standards or operating plans in support of job function strategy.
- Serves as an operational subject matter expert for SOF related and proprietary programs.
- Manages proprietary elements of performance across numerous programs within the Division’s portfolio to achieve consistency for all products and services.
- Develops new business or expands the product line with the customer.
- Manages/Directs all phases of programs from inception through completion.
- Responsible for the cost; schedule and technical performance of company programs or subsystems of major programs.
- Participates in the negotiation of contract and contract changes.
- Coordinates the preparation of proposals; business plans; proposal work statements and specifications; operating budgets and financial terms/conditions of contract.
- Acts as primary customer contact for program activities; leading program review sessions with customer to discuss cost; schedule; and technical performance.
- Establishes milestones and monitors adherence to master plans and schedules; identifies program problems and obtains solutions; such as allocation of resources or changing contractual specifications.
- Directs the work of employees assigned to the program from technical; manufacturing and administrative areas.
- Establishes design concepts; criteria and engineering efforts for product research; development; integration and test.
- Responsible for improving existing processes or establishing new systems using significant conceptualizing, reasoning and interpretation. Develops or champions new concepts or technologies.
- Recommends tactics and strategies that will directly impact the achievement of overall business or functional results. Establishes tactics for group with short- to mid-term impact on results.
Qualifications:
- Active Top Secret/SCI Clearance.
- Bachelor’s Degree and a minimum of 12 years of prior relevant experience; Or, Graduate Degree and a minimum of 9 years of prior related experience; Or, in lieu of a degree, minimum of 16 years of prior related experience.
- Seven (7) years acquisition and programming experience at a combined SOF Headquarters level is required.
Preferred Additional Skills:
- A strong background in resource planning, operational requirements development, systems acquisition and modernization program management.
- Strong project management skills, outstanding communication (both verbally and written), negotiation, organizational, time management, and leadership skills.
- Three (3) years experience in a senior executive role managing multiple acquisition programs (budget, requirements, contract award, and execution) is required, aircraft fixed wing experience is preferred.
- Two (2) years management experience for special access programs and technologies is preferred.
- Knowledge of manpower planning, milestone scheduling, PM tools, and related financial management.
- Capable of managing and working in an environment that is fast-paced, demanding, with a focus on problem resolution and process improvement.
- Proficient in Microsoft Office products to include: Word, Excel, PowerPoint, Outlook, and Project.
- Experience with SAP and material processes strongly preferred.
- Proven team player with outstanding customer relationship skills.
