Job Description:
L3Harris is seeking a Lead, Program Manager to support our Tactical Communications sector programs located in Taiwan and the broader Asia Pacific region. Candidate will be responsible for managing the cost, revenue, cash, schedule, and requirements of medium-to-large complex programs. This role will be an EX-PAT role for approximately 24 months. This position will manage all phases from execution to period-of-performance completion ensuring that all resources such as engineering, finance, subcontracts, and line items are available to support L3Harris internal and external delivery targets; will be involved in defining deliverables and guiding L3Harris internal/external teams; assists Sales team to secure new orders, formulate requirements, and help expedite orders; works with customers to determine scope, technical and execution requirements and new business opportunities.
Essential Functions:
- Knowledge of program management methodology and techniques; performance evaluation and change management principles.
- Experience managing programs/projects that include development or system integration of military communication and information systems.
- Ability to lead the preparation and estimation of proposals working across internal organizations and external suppliers.
- Communicates within and outside of the CS Segment and TCOM International Business Unit matters of strategic importance to influence senior leadership to accept new practices and approaches, and concepts.
- Directs the execution of functional strategies and recommends operational plans that directly impact the short-to mid-term CS Segment and TCOM Sector business area results.
- Requires advanced management and cross functional leadership knowledge and mastery level knowledge within a specific technical or broad expertise across multiple related disciplines.
- Demonstrated ability to work in fast paced, dynamic environment; due to customer time-zone differences the position requires flexibility to work on short notice, evenings, weekends and holidays, as needed.
- Ability to gain Security (SC) Clearance, as required.
Qualifications:
- Bachelor’s Degree and a minimum of 9 years of prior relevant Program and/or Project Management experience. Graduate Degree and a minimum of 7 years of prior Program Management related experience. In lieu of a degree, minimum of 13 years of prior related Program Management experience.
Preferred Additional Skills:
- Demonstrated leadership, interpersonal, and communication skills.
- Technical background preferred.
- Knowledge of L3Harris tactical communications products.
- Language fluency in Mandarin.
- PMI certification and Earned Value Management experience.
- Knowledge of ITAR and international Export Compliance regulations.
- Understanding of international shipping terms (Incoterms) and ITAR export control regulations.
- Familiarly with C4I Battle Management Systems (BMs), combat radio network programs, tactical operations centers, combat vehicle, airborne platform and / or maritime system integration
- Experience in using advanced application of technical and business principles, theories, concepts, and techniques to provide solutions to a variety of technical and business problems.
- Previous experience managing medium to large, complex military communication systems programs including development and system integration with values exceeding $20M.
- Experience in procurement of defense communication and information systems.
- Experience working as part of geographically dispersed and multi-national teams.
- International experience such as living abroad or managing international business.
