Job Description
The Senior Manager, Industrial Security will lead and oversee all Special Access Programs (SAPs) and Intelligence Community (IC) security activities at L3Harris Space and Airborne Systems (SAS), T&RF Systems Division in San Diego, CA. This role includes full security management responsibility for all DoD Collateral, DoD SAP, and IC programs within the division.
As the on-site security leader, the Senior Manager will serve as Facility Security Officer (FSO), Insider Threat Manager, and primary liaison with the Defense Counterintelligence and Security Agency (DCSA). Responsibilities include management and execution of facility security functions such as SAPF operations, personnel security, program support, physical security, information security, document control, badging, and access control.
The successful candidate will ensure compliance with all applicable national security directives—including the NISPOM, ICDs, and SAP policies—while protecting L3Harris intellectual property and corporate assets. This position requires a seasoned, proactive security professional who can operate independently, lead a team in a fast-paced environment, and engage effectively with government officials, internal stakeholders, and external partners.
Essential Functions
Report to the Space Systems Sector Security Director, with tactical oversight of secure area operations and Program Security Officer responsibilities.
Ensure compliance and provide security support for all DoD Collateral, SAP, and IC programs; manage secure facilities in alignment with governing directives.
Develop, implement, and maintain facility security policies, procedures, and protocols consistent with national and program-specific requirements.
Serve as site Facility Security Officer (FSO) and Insider Threat Program Manager.
Act as primary liaison with government agencies, subcontractors, partners, and internal stakeholders on security matters.
Oversee and continually improve security education and training programs, including briefings, debriefings, annual refreshers, and corporate training requirements.
Maintain physical security integrity across the facility, including accredited secure spaces.
Provide strategic planning and oversight for SAP facility modifications, upgrades, and expansion.
Lead cross-business special projects, including S&AS-wide process standardization initiatives.
Promote collaboration, teamwork, and accountability within the SAP Security team to ensure timely completion of responsibilities.
Qualifications
Bachelor’s degree with a minimum of 12 years of relevant experience, or a graduate degree with a minimum of 10 years of related experience.
Active TS/SCI clearance required.
Preferred Additional Skills
Previous experience as a Security Manager at a Cleared Defense Contractor (CDC).
Completion of an accredited/approved CSSO course; additional professional certifications strongly preferred.
Proven leadership skills with strong written and verbal communication abilities; adept at engaging with all levels of management and government representatives.
Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
Highly organized with demonstrated ability to manage multiple priorities and meet time-sensitive deadlines.
In compliance with pay transparency requirements, the salary range for this role in is $123,500 - $229,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
