Job Description:

You will be working within a Scaled Agile Framework (SAFe) on a Department of Defense (DoD) technology program as part of the Agile Release Train (ART) team. This ART's primary focus is on collaborative, real-time networking applications. Assigned teams develop adapters and tailored components to support advanced, distributed, multi-INT networking solutions.

The Product Manager (PdM) provides technical leadership for the program, responsible for working with the Product Owners (PO) and the customer team to develop and maintain a vision for the product and is responsible for communicating that vision to the POs and the scrum teams in general. The PdM has overall responsibility for the product and product features from concept to end of life. The PdM works with internal (technical team, operations team and program management) and external customers (NCCT PMO and warfighter stakeholders) to ensure that business, quality and functional goals are met with each product release. PdM is the key decision maker on priorities and works to ensure that all stakeholders are aligned at each stage of the development lifecycle and understands both the business side of the product release as well as where it fits within the overall system architecture and is ultimately responsible for representing the end user’s needs. 

Essential Functions:

• Work with Release Train Engineer in reporting to customer on agile development efforts and status within our Agile bi-weekly sprint efforts and quarterly program increment execution cycle.
• Work with Product Owners to refine Epics to make sure that they can be understood by the team
• Provide technical guidance and direction on critical system components and integrations to development and integration teams as well as inform Risk and Opportunity on the program.
• Conveys the vision of what is needed to the team and prioritizes the backlog in order to meet program level objectives'
• Reviews metrics generated by the agile tool sets with RTE to help prioritize backlog and predict schedule slippage
• Displays transparency in all aspects of the team’s work to the organization through Scaled Agile Process tools to include Confluence, Jira, PI Planning, Sprint Reviews and customer reviews
• Maintain customer satisfaction and trust by delivering quarterly software packages on time and within budget
• May be required to travel to support customer objectives up to 10%

Qualifications:

• Active U.S. DoD Secret security clearance with the ability to obtain a Top-Secret clearance
• Bachelor’s degree and a minimum of 9 years of related experience, or a graduate degree with at least 7 years of related experience. In lieu of a degree, minimum of 13 years of prior related experience.

Preferred Additional Skills:

• Active DoD Top Secret security clearance with SCI eligibility
• The ability to communicate effectively in written and oral communication is a must
• Ability to effectively communicate at all levels of the organization, including Director and above levels
• Proven experience leading and managing engineering teams in a fast-paced environment
• SAFe Product Owner / Product Manager certification or equivalent
• Experience working on the NCCT program as a Product Owner
• Understanding of the software development lifecycle in a cloud environment and CI/CD
• Experience working as a Product Owner supporting multiple team compositions (Development team, Systems team, Platform Team, etc)
• Advanced SAFe certification, such as Agile Product Manager or SAFe Practice Consultant or equivalent
