Job Description:
L3Harris is seeking a Proposal Manager within the Space and Airborne Systems (SAS) Segment’s Proposal Center of Excellence. This position will focus on enhancing our position to win new business pursuits with focus on managing the proposal process culminating in submission of compliant, compelling responses to Requests for Proposals (RFP), Requests for Quotes (RFQ), Requests for Information (RFI), and Broad Area Announcements (BAA). The successful candidate demonstrates the ability to independently lead small to mid-size proposals or works under the guidance and mentorship of senior staff for larger and more complex pursuits. This position works across many internal and external groups including Business Development, Proposal Operations, Contracts, Finance, Program Management, and Engineering and requires strong communication, collaboration, and management skills. The role includes responsibility for guiding L3Harris’ employees in their work and influencing them to deliver their best and to act within the L3Harris corporate values. This is a highly networked role that requires an ability to work under pressure and within challenging timelines.
Essential Functions:
• Lead/support/coordinate proposal teams, overseeing all aspects of proposal development: planning/scheduling, daily stand-up meetings, action item closure, team guidance, kick-off meetings, storyboarding, color team reviews, production, QA, and delivery
• Analyze solicitations (RFP, RFQ, RFI, BAA, etc.) in conjunction with other customer requirements and communications to assess, determine structure and ensure compliance
• Prepare detailed proposal plans, schedule outlines, and compliance matrices for assigned pursuits
• Organize and lead daily status meetings and major meeting events, such as the proposal kickoff, presentation strategy meetings, color team reviews, and white glove/bench reviews
• Ensure capture strategy is transitioned into proposal win themes, strengths, and discriminators
• Demonstrate ability, inspiring trust and establishing credibility, both with team and leadership
• Maintain standard file archiving, lessons learned, and improvements
• Develop and implement process improvements to help increase proposal quality
• Maintain a flexible schedule which may include evenings, weekends as required
Qualifications:
• Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
• Top Secret US Security Clearance
Preferred Additional Skills and Experience:
• Certification/training in L3Harris, Shipley, APMP, and/or other industry-recognized practices for Proposal Management
• Trained in/successful demonstration of SAS Business Acquisition Process (BAP)
•Experience working with government solicitations and proposals
• Knowledge, or familiarity with, competitive analysis, customer analysis, win strategy development, proposal/color team leadership and Price to Win (PTW) analysis
• Proven ability to work with cross-functional teams (internal and external) and be able to assist in resolving conflicts
• Disciplined, self-starting professional who can bring projects to closure with appropriate guidance and oversight
• Possess a combination of written and oral communication skills, organizational skills, and an ability to manage and consolidate inputs from diverse contributors
• Proficient in SharePoint, MS Word, Excel, PowerPoint, and familiar with AI proposal tools
In compliance with pay transparency requirements, the salary range for this role in New York state is $87,000 - $161,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
