Job Description:
The primary role of the Sr Manager, Contracts is to provide leadership and oversight of the contracts organization within Surveillance Systems (SS) Division in the Space Systems Sector. The Sr Manager, Contracts is responsible for providing Sector leadership direction and guidance on commercial, international and U.S. Government contracting within Surveillance Systems.
Essential Functions:
• Organize and develop the SS Contracts organization to ensure optimum contractual support.
• Provide contractual direction and guidance for SS in all phases of the business cycle (pre-proposal, proposal, negotiation, and post-award).
• Establish and drive implementation of contract policies, processes, and procedures to ensure achievement of segment and corporate expectations.
• Provide leadership, oversight, direction and guidance of compliance awareness with contract and regulatory requirements as well as L3Harris policies and procedures.
• Provide direction and guidance in establishing consistent training objectives to enhance employee competencies and skills for a best-in-class contracts organization.
• Develop strong, ongoing relationships with internal/external customers throughout the business cycle.
• Provide evaluation, solution based business and contractual guidance, and risk mitigation strategies for contractual and business obligations, opportunities, rights and remedies.
• Provide guidance to divisions on Non-disclosure/Proprietary Info Agreements, and Teaming Agreements
• Review Sector level bids and proposals to ensure they meet company policy and customer solicitation requirements; determine the applicability of government/international laws and regulations.
• Ensure that compliance issues and concerns are appropriately evaluated, investigated, resolved and reported accordingly
• Utilize risk management methodologies to assess and minimize risk to the company
• Work closely with government contacts and corporate representatives for finance, legal, contracts, export, import, customs/traffic, intellectual property and anti-bribery compliance
• Coordinate throughout L3Harris to identify, avoid and/or mitigate the effects of Organizational Conflicts of Interest (OCI)
• Participate in segment level initiatives; sponsor one or more teams designed to promote continuous improvement and best in class contracting.
Qualifications:
• Bachelor’s Degree with a minimum of 12 years of prior contracts experience. Graduate Degree with a minimum of 10 years of prior contracts experience.
• 12+ years of experience with leadership in contracts management, including overseeing large, complex proposals and negotiations.
• 10+ years of experience with leading geographically dispersed contracts organizations.
Preferred Additional Skills:
• Knowledge of legal and regulatory requirements related to proposal preparation, contract negotiation, and the FAR, DFAR, and other US government procurement regulation.
• Proven ability to provide both strategic and tactical support and guidance in contractual matters; strong business acumen.
• Advanced education within the discipline, or MBA.
• Demonstrated business acumen/finance experience.
• NCMA professional certifications (CPCM, CFCM, etc) are a strong plus.
