Job Description:
The Lead, Supply Chain Management will be responsible for supporting and leading projects, strategic initiatives, and continuous improvement events for a $7B segment comprised of 30 manufacturing facilities. This role will be relied on to lead special projects flowed down by CHQ across several sites and will help support and lead project creation, project management, and project closure for the subcontracts workstream and corporate initiatives related to cost savings, operational and supply chain planning, and on-going lean/six sigma activity. This role will be expected to lead projects independently and in collaboration with other functions/departments, to include managing across a matrixed workforce and potentially working with other segments to ensure alignment.
Essential Functions:
- Perform cradle-to-grave subcontract management duties for large, complex requirements IAW all internal and Government FAR/DFAR/DPAS/CPSR procurement regulations
- Communicate effectively with a wide array of professional levels and functions
- Successfully navigate tactical issues with some degree of autonomy, while consulting with leadership on matters of strategic program importance as needed
- Function as a subject matter expert for price/cost analysis, including researching market and historical data to develop price/cost analysis and negotiation plans for both self-managed subcontracts and in support of subcontract professional peers across the Maritime Subcontracts Organization, in accordance with industry best practices, solicitation instructions, customer requirements and USG regulatory requirements
- Support Small Business Initiatives.
- Ensure budget, sales forecast, and EVMS performance target are met
- Perform other assigned duties, including delivering price/cost analysis reports and negotiation planning to equalize peak work periods, augment areas requiring support and/or otherwise to balance the workload
- Assist with developing and executing comprehensive strategies across the Maritime Subcontracts Organization in alignment with Segment leadership
- Assist with developing, publishing and executing segment wide tools, resources, and standard work documents
- Lead medium- to large-sized cross-functional projects that impact a single business unit or a division (3+ sites) related to material/data flow and subcontracts efficiency
- Support efforts to validate, populate, and maintain data integrity in the ERP/MRP systems and aid all business units that are responsible for execution
- Apply ingenuity and innovation to develop solutions to complex subcontract problems and identify areas for performance improvement and cost reduction
- Strong verbal, written and presentation skills, with a high attention to detail
- Domestic/International travel may be required up to 20% of the time
Required Qualifications
- Requires proficient knowledge of job area typically obtained through advanced education combined with experience, including, but not limited too, a Bachelor’s degree in Supply Chain, Contracts, Business, Operations Management or related areas and 9+ years of related experience; or 2 years post-Secondary/Associates Degree and a minimum of 8 years of prior related experience; or a Graduate Degree and a minimum of 2 years of prior related experience
- Demonstrated successful performance as a subject matter expert in all phases of subcontract development and execution combined with extensive experience with FAR/DFARS regulations and internal procedures for compliance
- Demonstrated, successful and extensive experience in initiating, developing and generating cost/price analysis and negotiations
- Extensive experience writing, issuing, and negotiating RFPs, NDAs, and subcontracts
- Experience in managing various types of mid- to large-sized subcontracts, including hardware, software, development, complex services subcontracts, and follow-on/production subcontracts
- Experience with following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee), OTAs and intercompany orders
- Demonstrated history of proactive negotiations with a focus on “win-win” outcomes
- Strong and accurate communicator – both written and verbal – with strong attention to detail and organization skills
- Experience communicating effectively with a wide array of professional levels and functions
- Experience managing program budgets and explaining variances in monthly performance
- Demonstrated project leadership experience in supply chain, program management or related areas
- Full proficiency in Microsoft Office Suite (PowerPoint, Excel, Word) and ERP systems, SAP strongly preferred
- Must be a US Citizen (no dual citizenship)
- Ability to obtain a Secret level Security Clearance
Preferred Qualifications
- Six Sigma, Leand and/or Project Management Professional (PMP) certification
- Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting, including fluency in EVMS requirements and processes
- Performed as a lead for medium to large-sized process improvement initiatives with little to no direction and supervision
- Ability to work in an agile, fast paced environment and prioritize competing work assignments and initiative to complete tasks
In compliance with pay transparency requirements, the salary range for this role is $94,000-174,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
