Job Description:
L3Harris is looking for a leader recognized as an external and internal expert in subcontract management and supply chain program management, a thought leader with deep and substantive technical expertise as well as advanced business knowledge and leadership capabilities. This leader will communicate with contacts inside and outside of the organization on matters of strategic importance to influence executive leadership on new concepts, practices, and approaches. They will both define and execute the strategy for the subcontract and supply chain program management functions, establishing overall direction for new processes, systems, and solutions across the SMS segment spanning 6 business sectors: Space Systems, Intelligence & Cyber, Airborne Solutions, Intelligence, Surveillance & Reconnaissance (ISR), Maritime, and Mission Networks.
Key Responsibilities:
- Drive Subcontracts and Supply Chain Program Management Excellence across SMS by strengthening capabilities and talent to produce improved supply chain program performance.
- Lead segment-wide strategy for SCPM and Subcontracts, strengthening capability, governance, and performance across 6 business sectors.
- Standardize and optimize policies, processes, and tools - establish consistent frameworks, best practices, and continuous improvement to enhance efficiency and effectiveness.
- Build organizational capability by establishing processes, rigor, and adherence to enable predictable and repeatable execution.
- Drive functional upskilling - advanced workforce expertise through targeted training, coaching, and professional development opportunities.
- Define and implement training roadmaps and career development frameworks for subcontract and supply chain program management employees.
- Enable cross-functional and cross-business area collaboration - align functional roadmap with stakeholder priorities, ensuring unified direction across the enterprise.
- Manage relationships with supply chain leadership and functional peers.
- Implement Supply Chain Risk Based Framework across the segment.
- Understand, report, and influence applicable KPIs to drive subcontract and supply chain program management maturity.
- Drive accountability into Sector, Division, and Team key process adherence.
Qualifications:
- Requires Bachelor’s Degree with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
- Experience with:
- FAR/DFARS and government contracting regulations
- Subcontract negotiation, administration, and closeout processes
- Supply chain program management methodologies and best practices
- Risk management frameworks and mitigation strategies
- Cost/price analysis and should-cost modeling
- Supplier relationship management and performance evaluation
- Program and project management methodologies and tools
- Change management and organizational transformation
Preferred Additional Skills:
- Aerospace and defense industry knowledge
- Understanding of prime contractor responsibilities and flow-down requirements
- Knowledge of export control regulations (ITAR/EAR)
- Government property management and compliance
- Proposal development and capture strategies
- Project Management Professional (PMP)
