This role will be a Program Manager focusing on major subcontract management and strategic supplier partnerships for the Passive Sensing Portfolio programs. The Passing Sensing Portofolio is focused on development (internally and externally funded) through low rate initial production for EO/IR sensor technology paired with algorithms to provide a total sensor solution to our customers across multiple L3Harris Segments, Sectors, and Divisions.
Support program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs. Responsible for the cost, schedule and technical performance of suppliers or subsystems of major programs, inclusive of Control Account Management (CAM) duties. Participates in the negotiation of prime contract and contract changes. Coordinates the preparation of proposals, business plans, performance Supplier Statement of Work (SSOW) and specifications, and financial terms/conditions of subcontracts. Acts as primary program contact for supplier/subcontract program activities, leading program review sessions to discuss cost, schedule, and technical performance.
Essential Functions:
- Responsible for managing the cost, schedule, technical, and contractual performance requirements of assigned scope. This includes utilizing Earned Value Management, maintaining an integrated master schedule, managing to a technical baseline, and maintains an active and proactive risk management program.
- Participates in the negotiations of prime contracts and contract changes. Participates in the preparation of proposals, business plans, statements of work, specifications, budgets and financial terms/conditions of contracts.
- Establishes milestones and monitors adherence to master plans and schedules.
- Identifies program problems and risks and obtains solutions such as resource allocation and contract specification changes.
- Monitor and assess performance; identify problems and institute corrective actions as required. Identify and manage risk.
- Developing and maintaining positive working relationships with suppliers, including negotiation problem resolution and program risk management
- Must have ability to develop and review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements
- Able to analyze and ensure compliance to prime contract and program's contractual, legal, technical, and quality requirements
- Manage and evaluate financial and technical trade-off analyses required for scope changes. Identifying and pursuing alternatives/dual source opportunities to drive affordability and best value.
- Interacts internally with management and Senior Leadership, as well as suppliers, to communicate significant program cost, schedule, performance status.

Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- 9 years experience program planning, earned value management, supply chain, risk management, quality control, and production control,
- use and purpose of the Subcontracts function
- 9 years experience in basic business operations and the organizational levers (systems, processes, departments, functions) that drive profitable growth. The individual will work without appreciable direction and exercise considerable latitude to determine and develop approaches to solutions.
- 9 years experience Microsoft Office (Word, Outlook, Excel, and PowerPoint) and MS Project are required.
- 9 years experience with subcontract management on programs for Government and Government Prime contractors is required
- Must be eligible for security clearance
- Ability to travel up to 10%
