Job Description:
Responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority.
Senior professional with strong knowledge of job area and broad knowledge of project management. Manages complex projects or processes with general oversight. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Makes moderate to substantial improvements to systems and processes. Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results.
Essential Functions:
- Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.
- Seamless integration of Subcontracts, Engineering, Quality, Finance, and Planning organizations in support of Program Management and Business Development
- Serve as the main Subcontracts focal point to Military Avionics Sector assigned programs
- Accountable to Program Manager, Business Development, Supply Chain Leadership and Operations
- Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
- Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts
- Strategically support Program(s) and SCMs on critical negotiations and strategies development
- Strong negotiations skills and knowledge of company legal terms and conditions
- Experience with Intellectual Property (IP) and Patent requirements to protect company’s IP and patents
- Work closely with Trade Compliance and provide guidance and support to the Program(s) related to correct document markings (i.e. Export Controlled, Proprietary Information, ITAR, EAR, etc.)
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
- Ability to travel domestically and internationally
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
- Ability to obtain US Government security clearance
Preferred Additional Skills:
- Experience with development, production, sustainment, and service subcontracts.
- Experience with Federal Acquisition Regulations, Government Compliance and Audits.
- Experience with proposals, capture activities, Basis of Estimates (BOEs).
- Experience with Intellectual Property (IP) related issues
- Experience with contract types (i.e. CP, FFP, T&M, FPLH)
- Subcontracts experience with military, international, domestic and US Government
- Experience with FAR, DFAR, ITAR requirements and Export Laws and Regulations
- Experience with Statement of Work (SOW) requirements and technical knowledge
- Strong negotiations skills and experience including terms and conditions, requirements, pricing, IP, data rights, etc.
- Familiar with Procurement systems, MRP, ERP, software systems such as PeopleSoft, Cincom CONTROL MRP, Microsoft Office (proficient), EXPO Supplier Portal, and other metric reporting systems.
- Familiar with Quality Requirements (i.e. APQP, ZDP), and flow downs
- Proficient in assessing Supply Chain risks inclusive of program, technical, schedule, quality for successful capture and execution (pre and post award).
Proficient in providing risk mitigation plans to programs related to source selection. - Able to provide robust supplier evaluation and advise programs on source selection, split orders opportunities, long term agreements, teaming agreements, and other.
- Proficient in EVMS, CAM, budgets and forecasting.
- Able to work and communicate effectively across functions
