Job Description:

L3Harris Technologies is seeking a highly skilled and motivated Price Cost Analysis (PCA) Manager to join our dynamic team. In this role, you will lead and manage our PCA team to ensure high standards of quality and delivery for price/cost analysis and negotiation support required for our diverse programs. Your responsibilities include scheduling team support, managing stakeholder needs for proposals and purchase orders, and ensuring supplier pricing is fair and reasonable while supporting strong negotiation positions with procurement teams. Additionally, you will monitor team responsiveness through key metrics, implement necessary corrective actions, and develop new metrics surrounding cost negotiations, contributing to the innovation and excellence that define L3Harris Technologies.

Essential Functions:

  • Cost and Price Analysis: Analyze quotations and proposals using various price and cost analysis techniques to determine price reasonableness and compliance (FAR 15.4).
  • Negotiations: Develop negotiation strategies and lead formal negotiations for price, delivery, scope, and terms and conditions.
  • Lead and manage analysts, ensuring high performance and alignment with program requirements.
  • Develop and maintain strategic relationships with COE’s and stakeholders.
  • Drive process improvement initiatives with a focus on quality, delivery, cost, efficiency, and innovation.
  • Proactively address and mitigate risks to ensure program success.
  • Ensure compliance with all regulatory and company policies and procedures.
  • Participate in negotiations as necessary to support the business and evaluate PCA effectiveness.
  • Monitor team performance through key metrics and implement corrective actions.
  • Establish and maintain strong partnerships, team collaboration with internal and external customers, stakeholders, and cross-functional teams (e.g., contracts, program management, business development) to ensure alignment and meet customer needs.
  • Travel and flexibility to work extended hours are required. Must be willing and able to travel regularly to other Aerojet Rocketdyne facilities and suppliers across the country.

Qualifications:

Bachelor’s Degree and minimum 9 years prior related supply chain experience. Graduate Degree with a minimum of 7 years of prior related supply chain experience. In lieu of a degree, minimum of 13 years of prior related supply chain experience

Preferred Additional Skills:

  • Knowledge of FAR/DFARS and the ability to assess proposal compliance.
  • Experience with various subcontract types (Firm Fixed Price, Cost Reimbursable, Time & Material).
  • Graduate Degree preferred.

  • Experience working with statistics, finance, manufacturing, and supply chain dynamics.
  • Understanding of government contracting and price Cost Analysis.
  • Experience in leading, encouraging, reviewing and critiquing work of supporting team members to maximize program success.
  • Defining and negotiating task objectives, scope description and completion criteria for specific and broad activities as well. The applicant will be required to coordinate multiple activities simultaneously and to make real-time plan adjustments in response to problems and unexpected interim results.
  • Working capability in the use of typical office computer programs for conduct of program management such as MS PowerPoint (presentations, logic diagrams), MS Project (basic scheduling), MS Excel (entering formulas, graphing, developing spreadsheets), and MS Word (tables, program plans).

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is [$100,500.00 MIN - $186,500.00 MAX]. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, and Vermont is [$87,500.00 MIN - $186,500.00 MAX]. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
