Position Summary:
The Senior Manager of Test Engineering will lead and manage the Multi Sensor Test Facility team, ensuring operational excellence in delivering aircraft calibration, indoor antenna range testing, and communication vault activities. This role involves developing organizational capability, overseeing bids, and maintaining process standards to achieve superior quality, schedule, and cost performance.
The ideal candidate will:
- Leadership and Team Management: Oversee a team of 24–27 employees, ensuring structural alignment and effective delegation to meet evolving business needs.
- Strategic Planning: Develop and execute yearly roadmaps for integrating new technology and process improvements to maintain competitive capabilities.
- Calibration and Delivery Oversight: Direct all calibration activities for aircraft at the MSTF, ensuring aircraft are delivered on time while meeting all contract expectations.
- Operational Excellence: Administer procedures, manage budgets, and ensure compliance with capital and budgetary requirements.
- Talent Development: Hire and develop staff to align with organizational growth and strategic goals.
Essential Functions:
- Develop, review, and approve Test Engineering bids to meet business objectives and customer expectations.
- Build and maintain a Test Engineering organization staffed to meet current and future business needs.
- Oversee operations for the aircraft calibration range, indoor antenna range, and communications vault, ensuring performance and reliability.
- Create and implement standardized Test Engineering processes to enable best-in-class results.
- Ensure exclusive quality, schedule adherence, and cost performance across all testing operations.
- Plan, manage, and oversee department-level budgets, ensuring alignment with corporate objectives.
- Collaborate with the Program Management Office (PMO) to ensure all bids and contractual obligations are met.
- Lead initiatives for staff development, hiring, and training to align with organizational goals.
Qualifications, Skills, and Experience:
- Proven experience managing test engineering teams in a high-performance, mission-critical environment.
- Strong understanding of calibration ranges for aircraft, indoor antenna range operations, and communication vault systems.
- Demonstrated ability to develop and deploy process standards to achieve operational excellence.
- Strong leadership and team-building skills with experience managing budgets and capital resources.
- Ability to collaborate with PMO and other stakeholders to deliver projects on time and on budget.
- Exceptional analytical, organizational, and communication skills.
Preferred Qualifications:
- Background in aviation, aerospace, or defense industry.
- Experience in business development or bid processes.
- Advanced degree in Engineering or related technical field.
Required Qualifications:
- Extensive experience managing state-of-the-art antenna aircraft calibration operations.
- Proven experience operating and maintaining a state-of-the-art communications link to VIP aircraft.
- Managing both indoor and outdoor antenna ranges to support annual sales of over 450 antennas.
- At least 5 years of experience leading an engineering organization, including hiring, mentoring, and staff development.
- Demonstrated ability to drive strategic initiatives and foster organizational growth.
- A minimum of 10 years of experience developing, formulating, and executing test engineering plans and procedures.
- Extensive hands-on experience in antenna testing, aircraft calibration ranges, and managing communication systems.
- Proficiency in creating and managing department-level budgets and delivering competitive bids.
Educational Requirements:
- Bachelor’s degree in an engineering discipline with at least 12 years of relevant experience, or:
- Graduate degree with a minimum of 10 years of relevant experience, or:
- In lieu of a degree, a minimum of 16 years of prior related experience in aircraft testing, antenna calibration, and engineering.
Security Clearance:
- Ability to acquire and maintain a DoD Secret clearance (up to Top Secret as needed).
Preferred Additional Skills:
- Skilled in drafting, reviewing, and submitting management-level reports with accuracy and clarity.
- Strong verbal and written communication skills for conveying technical and operational updates to diverse stakeholders.
- Ability to oversee and multitask in a 24-hour operation, including flight support, communications vault activities, and managing both indoor and outdoor antenna ranges.
- Extensive knowledge of RF theory, antenna theory, and antenna system repairs.
- Effective leadership skills with the ability to inspire, motivate, and manage both frontline and management-level teams.
- Skilled in conflict resolution and influencing outcomes to maintain a collaborative and productive work environment.
- Deep understanding of working in a DoD environment, with experience navigating daily operations, compliance, and program requirements.
- Experience attracting and pursuing new business opportunities, fostering growth in alignment with organizational goals.
