Job Description:

The Senior Specialist, Trade Compliance Technical Specialist will be part of the IMS Segment Jurisdiction/Classification Team that supports multiple U.S. Government, foreign government and commercial programs across the various business units of L3Harris’ Integrated Mission Systems Segment.  The Technical Specialist will provide technical and regulatory expertise to the team as it ensures that all business units meet regulatory, corporate, and local compliance requirements for the export jurisdiction and classification determination and import HTS classification of all commodities, software, items of information and related services being exported from, or imported into the U.S.

Essential Functions:

  • Perform as a proactive, self-motivated, highly organized Team player with the ability to handle shifting priorities.
  • Determine the jurisdiction and classification as well as Schedule B of commodities, software, information and related services in support of export operations and HTS classification in support of import operations.
  • Obtain export Commodity Jurisdiction determinations and Commodity Classification Request results, as needed.
  • Review supplier and Original Equipment Manufacturer (OEM) classifications and document internal concurrence or re-classification for export and/or import.
  • Support engineering teams across the IMS business units with application of “design for export” concepts.
  • Support the monitoring, maintenance, and retention of records and documentation used for jurisdiction and classification determinations and HTS classifications in accordance with regulations and L3Harris policy.
  • Support compliance audits and assessments.
  • Support development and presentation of appropriate training for L3Harris staff, including engineering and supply chain stakeholders.
  • Analyze, evaluate, and develop input to existing and new processes and procedures.
  • Communicate effectively and professionally (orally in person or telepresence (Teams and Zoom) and in writing) at all levels of the organization.
  • Make decisions using sound judgement while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.
  • Perform duties with minimum supervision and participate in cross-functional projects as assigned.
  • Support up to 10% travel domestically and internationally.

Qualifications:

  • Bachelor’s Degree in an engineering or related technical field and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience that includes Technical experience and Trade experience.
  • At least 2 years of Trade Compliance experience.
  • Hands-on experience classifying products according to the ITAR, EAR, and HTSUS
  • Experience performing research and logical analysis across both technical and regulatory/legal environments.
  • Demonstrated experience reading, comprehending, interpreting and following complicated written and verbal instructions, interpreting regulations.
  • United States Citizenship required with ability to obtain and maintain a DoD Security Clearance.

Preferred Additional Skills:

  • Prefer working experience in regulatory environment (ITAR and EAR) in the aerospace/defense industry or maritime/defense industry.
  • Proficiency in Microsoft Office and OCR EASE.
  • Strong people leadership skills; Encourages team contributions and team members to support each other.
  • Keyboard skills appropriate for active online communications environment.
  • Must have good organizational skills, as well as good verbal and written communication skills.
  • Requires keen attention to detail, with the ability to learn and comprehend highly detailed laws and regulations.

In compliance with pay transparency requirements, the salary range for this role at the Anaheim, California location is $82,500 - $153,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
