Job Description:

Senior professional with strong knowledge of program and project management. Directs all phases of programs from inception through completion. Drives program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs.

  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
  • Participates in the negotiation of contract and contract changes.
  • Coordinates the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of contract.
  • Acts as primary customer contact for program activities, leading program review sessions to discuss cost, schedule, and technical performance.
  • Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
  • Expands the product line with the customer.
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocating resources or changing contractual specifications.
  • Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Essential Functions: 

  • Lead the development and implementation of a broad, coordinated set of plans and programs to meet the goals and priorities of the company.
  • Ensures assigned projects are delivered within scope, schedule, budget and quality levels are consistent with partner/customer expectations. Manages project closure.
  • Define and document project scope, goals and deliverables in collaboration with senior management and stakeholders.
  • Set and continually manage project expectations with customers, team members and other stakeholders.
  • Effectively communicate project expectations to project team members and stakeholders (including customers) in a timely and clear fashion.
  • Effectively manages assigned project scope and negotiates scope changes with the customers. 
  • Identify follow-on or related new project opportunities.
  • Understand relationship between project and Company strategic objectives and maximize leveraging activities.
  • Develop and execute project plans that include schedules, milestones, procurement, logistics, and resource allocation.
  • Conducts project baseline reviews and identifies project metrics. 
  • Draft and submit baseline and budget changes where necessary.
  • Identify and manage project/program dependencies and critical path including intra project dependencies.
  • Plan and schedule program and project timelines and milestones using appropriate tools.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.
  • Leads proactive Risk Management efforts to identify and mitigate risks that could impact program technical, cost and schedule performance.  Responsible for managing project risk reserves.
  • Perform lessons learned when required.
  • Drives project execution to achieve key business and financial objects.
  • Provide mentoring, coaching and direction setting to team members and other project managers.
  • Occasional travel, both domestic and international, to support assigned projects

Qualifications

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience. (Experience with DoD contract execution and management)
  • Ability to obtain a Secret clearance.
  • 6 years experience with Earned Value Management and variance reporting.

Preferred Additional Skills:

  • PMP certification
  • Excellent organizational and time management skills
  • Strong project management skills, including earn value management.
  • Experience with multiple phases of the program capture & execution lifecycle (Bid & Proposal, Development, Production, Sustainment)
  • Ability to coordinate activities inter-company and with multiple departments such as Engineering, Operations, Finance, Customer Service, etc.
  • Ability to coordinate activities of major subcontractors or partner organizations.
  • Knowledge of contract terms and conditions and subcontract management
  • Excellent communication and interpersonal skills
  • Strong drive and resilience.
  • Action and result oriented.
  • Ability to build strong relationships with people at all levels. Ability to influence people at all levels.
  • A willingness to see things through to the end.

In compliance with pay transparency requirements, the salary range for this role in California, 
Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $106,500 -
$197,500. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New 
York state, Cleveland Ohio, and Vermont is $92,500 - $171,500. This is not a guarantee of 
compensation or salary, as final offer amount may vary based on factors including but not limited to 
experience and geographic location. L3Harris also offers a variety of benefits, including health and 
disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, 
paid time off, and company-paid holidays. The specific programs and options available to an employee 
may vary depending on date of hire, schedule type, and the applicability of collective bargaining 
agreements.
