Job Description:
L3Harris Technologies is seeking a Manager, Configuration Management, to lead a team of Configuration Management (CM) professionals supporting multiple programs. Reporting to the Senior Manager of Configuration or the Director of Engineering, this leader will oversee departmental planning, personnel management, process execution, and compliance to ensure customer, contractual, and program requirements are met.
The successful candidate will manage the preparation and control of project documentation, including engineering drawings, specifications, software documentation, design release records, and contract modifications. This role is responsible for establishing and maintaining CM processes, supporting new program setup, managing baselines and change control activities, and driving operational excellence across the team.
This position requires close coordination with Engineering, Quality, Operations, Program Management, Contracts, subcontractors, and government customers to ensure configuration changes are documented appropriately, contractual obligations are fulfilled, and program data integrity is maintained.
Essential Functions:
- Lead, supervise, mentor, and evaluate a team of Configuration Management Specialists supporting multiple programs.
- Define roles and responsibilities, delegate effectively, motivate employees, and foster collaboration, teamwork, diversity, and respect for L3Harris core values.
- Plan, coordinate, and oversee the preparation and control of project documentation, including engineering drawings, production specifications, schedules, software documentation, and contract modifications.
- Ensure all contractual requirements related to configuration management are implemented, maintained, and followed across assigned programs.
- Develop, maintain, and execute Configuration Management plans and baseline strategies for new and existing programs.
- Manage the setup of new programs, including establishment of functional, allocated, and product baselines.
- Implement and maintain Engineering Change Request and change management systems supporting product improvements, repairs, and new product development.
- Analyze proposed product design changes to determine change classification and impacts on product and system baselines.
- Manage change control processes and participate in or lead Configuration Control Board (CCB) activities.
- Validate engineering drawings, specifications, design release packages, software records, and contract deliverables to ensure compliance with contractual and customer requirements.
- Compile audit data and conduct configuration verification and audit activities, including functional and physical configuration audits.
- Obtain customer acceptance of baseline documentation through formal reviews and audits.
- Audit subcontractor CM documentation, policies, and procedures to ensure compliance with prime contract requirements.
- Ensure unique product identifiers are applied to baseline data, systems, subsystems, and formal deliverables, and track them using Configuration Status Accounting methodologies.
- Provide CM expertise in bids and proposals, as required.
- Review monthly labor forecasts, identify staffing needs, and manage resources to meet workload demands.
- Support budget planning, monitor budgets, justify earned value variances, and contribute to EAC and ETC estimates.
- Establish and monitor performance metrics and KPIs.
- Introduce new tools and improved methods to enhance team efficiency and program execution.
- Periodically revise and update CM procedures and processes.
- Build strong relationships with internal and external stakeholders and effectively support customer interactions.
- Adapt to changing priorities, manage pressure effectively, and make timely, sound decisions in a dynamic environment.
Qualifications:
- Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related Configuration Management experience.
Preferred Additional Skills:
- Minimum 10 years of experience in Configuration Management or Quality engineering.
- 5+ years of people leadership, resource management, or team leadership experience within the CM or Quality disciplines.
- Experience in aerospace and/or defense environments preferred.
- Experience handling internal and external audit feedback and resolving audit findings, including corrective action requests.
- Knowledge of contract requirements identification, engineering design documentation, and build/test processes.
- Financial and business acumen, including budget management, labor forecasting, and earned value support.
- Strong leadership, mentoring, and coaching skills.
- Strong written, verbal, presentation, and interpersonal communication skills.
- Ability to communicate effectively with both technical and non-technical stakeholders.
- Quality-minded with strong attention to data quality, process discipline, and version control.
- Critical thinking, analytical ability, and research skills.
- Detail oriented and highly organized.
- Proficiency with Microsoft Office applications.
- Knowledge of Costpoint and Cognos preferred.
- Configuration Management certifications are considered an asset.
