Job Description:
Missile Solutions is seeking a skilled Senior Specialist, Proposal Management (Price/Cost Analyst) with a strong background in Supply Chain and Financial Analysis to join our team. The Senior Specialist, Proposal Management (Price/Cost Analyst) is responsible for leading the analysis of complex supplier proposals, supporting negotiations and driving business growth through data driven insights. The role involves conducting supplier fact-finding, comprehensively reviewing all (supplier proposed) cost elements, and ensuring compliance with FAR, DFARS, TINA and L3H procedures/command media. The position requires strong interpersonal skills, analytical, verbal and written communication skills and proficiency in MS Office, particularly Excel, Word, and PowerPoint. The role also involves mentoring others in the art of price and cost analysis and developing strategic relationships with suppliers
The role will report to the Senior Manager of Price/Cost Analysis and be based in Canoga Park, California.
Essential Functions:
- Carries out broad and complex assignments in the analysis of complex high dollar cost proposals. This responsibility includes an in-depth review of the supplier’s supporting data for each of the cost elements that make up the subcontractors proposed price, assessing subcontractor cost or pricing data for adequacy in accordance with FAR Part 15.
- Conducts supplier/subcontractor proposal fact finding in order to gain a thorough understanding of the subcontractors’ cost proposals as well as collect and review supporting data (validation and verification of supplier proposed costs).
- Supports negotiations with suppliers, including, as necessary conducting price negotiations in coordination with Buyers/MPM’s and IST’s.
- Assists with the development of negotiation positions and pricing objectives.
- When necessary, perform rate reviews at supplier facilities, which usually require supplier’s payroll information, as well as all other financial information that is used in the development of the proposed direct and indirect rates.
- Mentors and/or assists in training buyers in subjects related to cost and price analysis.
- Prepare and present cost reports to management, contracts personnel, customers, and price auditors.
- Develop and maintain cost models and historical cost data
- Drive supplier negotiations (price, schedules, and terms & conditions).
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior relevant Proposal/Financial Analysis or Pricing experience. Graduate Degree and a minimum of 4 years of prior related Proposal/Pricing experience. In lieu of a degree, minimum of 10 years of prior related Proposal/Pricing/Estimating experience
- 4 years of experience with Government contracts, processes, and procedures.
Preferred Additional Skills:
- Applicable Federal Acquisition Regulations (FAR), Defense Acquisition Regulation System (DFARS), Cost Accounting Standards (CAS) and processes affecting procurement and contractual functions.
- Cost and price analysis techniques and government contracting.
- General accounting practices, proposal methodology and estimating techniques.
- General practices of statistics, pricing models, with reference to their application to revenue, cash flow, cost analysis, and projections.
- Research methods and techniques.
- Computer systems to prepare reports and documents with an emphasis on Microsoft Excel and Microsoft Word.
- Analytical skills and comfortable using Microsoft Excel for developing analysis tools, tabulating and charting data with complex data sets.
In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $88,000.00 MIN - $164,000.00 MAX. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $76,500.00 MIN - $U141,500.00 MAX. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
