Job Description:
Tactical Communications (TCOM) International Program Manager responsible for managing the cost, schedule and technical performance requirements of International Programs through all phases from inception to completion. Works with Sales/Customers/International Representatives to determine/identify needs, requirements and new business opportunities. Involved in defining program parameters and the recognition of internal research and development dependencies. Directs the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms & conditions of a contract. Ensures that all resources such as engineering staffing, subcontractors, production and facilities are available to support the program. In support of International business, manages programs/pursuits to achieve TCOM quarterly orders, revenue, OI & cash flow targets.
Successful candidate will possess knowledge of the export control International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) compliance. Capable of managing project initiatives, of substantial importance to the organization, with minimal oversight or direction.
Essential Functions:
- Experience managing Direct Commercial Sales (DCS) International programs.
- Experience managaing complex integrated systems programs.
- Experience managing multiple subcontractors in the US and International.
- Experience managing program budgets >$5M.
- Assists Sales team to secure future business, formulate requirements, and help expedite orders.
- Work with customers to determine needs, requirements and new business opportunities.
- Responsible for the defining scope of work including program deliverables to guide an internal cross-functional team.
- Participates in the negotiation of contract and contract changes.
- Candidate must be willing to travel to the Middle East region, less than 20% annually.
Qualifications:
- Bachelor’s Degree and minimum 4 years of prior relevant Program Management experience. Graduate Degree and a minimum of 2 years of prior related Program Management experience. In lieu of a degree, minimum of 8 years of prior related Program Management experience.
Preferred Additional Skills:
- Defense industry experience; tactical military communications knowledge preferred.
- Familiarity with Foreign Military Sales (FMS) programs.
- Familiar with industrial cooperation, defense offset policies and/or transfer of technology agreements.
- Strong leadership, interpersonal and communication skills.
- Knowledge managing international business or international travel experience.
- Experience managing Factory Acceptance Tests, platform Site Surveys, Site Acceptance Tests, complex installations, maintenance/sustainment programs.
- Exposure to International Finance.
- PMP certification and Earned Value Management experience.
- Experience supporting mid to large programs/projects with an emphasis on US and International procurement processes
- Experience or exposure to technical and commercial proposal creation
- Understanding of International shipping terms and ITAR export control regulations
In compliance with pay transparency requirements, the salary range for this role in Colorado, Hawaii, Illinois, Washington State and New York State is $74,000 - $138,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
