About the Role

Reviews and adjudicates all export, re-export, transfer, re-transfer requests to ensure compliance with federal export control regulations and to support international business initiatives, including customer shipments, repair and maintenance, and sourcing and development relationships with foreign entities. Reviews authorizations and shipment details to ensure compliance with provisos and effective agreement management and provides guidance to stakeholders to facilitate timely release of pending shipments. Establishes and maintains relations with government licensing authorities to ensure the company's position on licensing and technology is conveyed, understood and accepted. Analyzes business initiatives per regulatory requirements and advises divisional management on compliant execution of activities. Conducts training sessions for employees and assists in developing and implementing policies and procedures to ensure compliance with federal regulations. Develops and conducts audits of internal controls and procedures by examining artifacts to ensure compliant transactions. Supports external audits and inquiries from US governmental control agencies such as Customs, DoS and DoC through data gathering and corrective action execution.

Primary Responsibilities 

·Monitors and reviews blocked shipments in ERP system to ensure compliance with export control regulations (EIPA/ITAR/EAR).

·Validates shipment details against permit/license scope and terms and conditions/provisos.

·Assigns authorizations in ERP-LN and SMS in accordance with company policy and federal export control regulations to facilitate the timely release of shipments in support of business initiatives.

·Support with the management of Technical Assistance Agreements (TAA), Warehouse Distribution Agreements (WDA) and Technology Control Plans (TCP).

·Validate Export Classification and Jurisdiction of purchased and manufactured items (i.e. ECCN, USML, ECL, BCL, CGP) with support from Engineering, Procurement and IMS Segment classification teams

·Conduct Restricted Party Screening (RPS) for all L3HARRIS Wescam business partners.

·Support L3HARRIS E3 - Continuous Improvement initiatives, such as developing and updating business process, training materials, reports, and ERP improvement projects.

·Support implementation / compliance with L3Harris policies / procedures, U.S. and Canadian Import/Export control laws and regulations.

·Assist with trade compliance investigations, risk mitigation, audits and self-assessments.

Required Capabilities 

·Knowledge of L3Harris WESCAM products and export control status

·Ability to build strong relationships with people at all levels.

·Must have good organizational and time management skills.

·Must have good verbal and written communication skills.

·Requires keen attention to detail, with the ability to learn and comprehend detailed laws and regulations.

·Perform duties with minimum supervision, and participate in cross-functional projects as assigned.

·Proven track record as trade compliance professional with comprehensive understanding of the Canadian and U.S.A. export regulations.

Required Education and Experiences 

  • Bachelor’s Degree and minimum 4 years of prior relevant experience or Graduate Degree and a minimum of 2 years of prior related experience or In lieu of a degree,  minimum of 8 years of prior related experience.
  • Knowledge of & experience with the following regulations:
  • 2+ years of experience with Canadian Export & Import Permits Act (EIPA),
  • 2+ years of experience with Canadian Controlled Goods Program (CGP),
  • 2+ years of experience with U.S. International Traffic in Arms Regulations (ITAR), and
  • 2+ years of experience with U.S. Export Administration Regulations (EAR).

     Preferred Experiences

  •      2+ years of experience with Export Administration Regulations (EAR)
  •      Practical knowledge of project management.
