Job Description:

In this role you’ll join the proposals team at L3Harris Telemetry & RF Division. Together with Business Development, you will have a crucial role in shaping the future business for our Space and Intel product lines. This role encompasses both the pricing and volume preparation aspects of proposals where you’ll take ownership of assigned Requests for Proposals (RFPs) from receipt to submittal. Our team ranges from 1 year to 20 years of experience in DOD proposal activities and we are looking forward to finding our next great Proposal Management team member.

Essential Functions:

  • Provide ownership of assigned RFP responses for Space and Intel product lines, exercising independent judgment in interpreting requirements, defining proposal strategy, facilitating cross-functional collaboration, and ensuring compliance with internal and customer standards.
  • Lead, moderate, and actively influence proposal kickoff and solutioning sessions, defining strategic direction, scope, and resource needs for Program Management, Engineering, and other critical functional partners; ensure alignment with broader business objectives and capture strategy.
  • Develop, refine, and oversee comprehensive pricing strategies, cost models, and volume narratives that balance competitiveness with business and financial objectives; provide thought leadership on pricing approaches and influence cross‑functional decision‑making.
  • Integrate, evaluate, and synthesize complex technical, management, and cost inputs across multiple functional disciplines into complete, compliant, and compelling Proposal Packages; drive required leadership reviews, facilitate executive decision‑making, and secure approvals in accordance with internal policy.
  • Prepare, certify, and submit Current, Accurate, and Complete proposals requiring Certified Cost and Pricing Data; exercise professional expertise in compliance with FAR, DFARS, and company estimating standards.
  • Represent the proposal function as a key authoritative voice in internal and external audits, delivering expert responses, providing robust documentation, and advising leadership and auditors on proposal processes, estimating practices, and compliance matters.

 Required Qualifications:

  • Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
  • +3-year experience with Microsoft applications including Excel, Word and PowerPoint.
  • (For remote employees) quarterly travel to the San Diego office is required to support onsite team meetings, engagement activities, and collaborative proposal planning.

Preferred Qualifications:

  • Proficient knowledge of the defense industry and various contract types (CPFF, CPIF, FPIF, FFP, T&M, OTA etc.) either in execution or in the proposal phase.
  • Ability to change tasks quickly and work on ad hoc projects on short notice.
  • Experience with Pricing Software such as ProPricer.
  • General knowledge of Collaboration Software, Confluence.
  • Prior Proposal, Engineering, Finance, or Business Development experience.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $76,500 - $141,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
