Job Description:
The Alternate COMSEC Account Manager (ACAM) will perform tasks to safeguard material and equipment; issue new material, receipts, and transfer documents; maintain records; inventory material, establish controls, and report on disposition. The ACAM will provide assistance on preliminary COMSEC investigations and report physical security violations; inspect hand receipt holder’s facilities; brief officials; provide hands-on training on COMSEC equipment to authorized users. The ACAM will coordinate and/or assist on matters that involve programs, policies, and procedures with other COMSEC Account Managers; evaluate and inspect COMSEC transaction records for trends and problem areas; requisition, replace, and maintain spare parts for Controlled Cryptographic Items (CCI) and COMSEC related ancillary equipment.
Essential Functions:
- Knowledge of National Security Agency (NSA) 3-16 COMSEC policy and procedures.
- Learn COMSEC accountability requirements (e.g. Distributed INFOSEC Accounting System (DIAS) software / KMI.
- Experience in tracking, transfer and destruction of Controlled Cryptographic Items (CCI’s) and COMSEC keying material, to include semiannual inventories.
- Learn to program approved key fill devices including KIK-20, SKL, and DTD.
- Administer and record COMSEC-required briefings and assist with lock and combination changes.
- Assist in shipping Cryptographic products and key material.
- Willingness to submit to a Full Scope Polygraph.
- Ability to lift (up to 50lbs).
- Travel is minimal for transporting COMSEC and CCI equipment
Required Qualifications (one of the following along with Top Secret):
- Bachelor’s Degree and a minimum of 2 years of prior related experience.
- Graduate Degree or equivalent with 0 to 2 years of prior related experience.
- In lieu of a degree, minimum of 6 years of prior related experience.
- Must have a Top Secret clearance with ability to obtain a Top Secret clearance with TS/SCI access.
- Must possess a valid Driver License.
Preferred Additional Skills:
- The ability to obtain NSA COMSEC Custodian Course within 180 days of obtaining TS clearance on hire.
- Alternate COMSEC Account Manager experience and familiar with Electronic Key Management Software (EKMS) or Key Management Infrastructure (KMI) is preferred.
- Strong initiative and willingness to learn new things in a challenging environment is preferred.
- Experience working in a team environment.
- Ability to work with minimal supervision.
- Attention to detail and a high degree of accuracy.
- Able to work under stressful conditions.
- Strong verbal and written communication skills.
In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $67,000 - $124,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, and Vermont is $57,500 - $107,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
