Job Description:

Under limited direction, the ISSM is responsible for contractual compliance of classified computing environments of varying complexity. Leads cross functional teams and collaborates with a range of stakeholders in sustaining compliance and planning new systems, and environments; may lead Configuration Control Boards (CCB). Responsible for publishing and submitting compliant Risk Management Framework (RMF) plans, procedures, and instructions; and sustaining compliance with all aspects of approved plans throughout system and program life cycle.  Conducts periodic assessments of site level compliance and the overall security program. Promulgates and maintains contingency, disaster recovery, spill response, and other security related plans and standard operating procedures.

Essential Functions: 

  • Develops, maintains, and oversees a compliant security program for their assigned facility and/or area of responsibility. 
  • Responsible for classified processing environment compliance and oversight, working closely with ISSOs, IT, and other classified program stakeholders. 
  • Monitors new and emerging regulations and assesses and reports impact to the facility. 
  • Certifies compliance to government Authorizing Officials (AOs) that the requirements and procedures listed within the security plan are in accordance with contractually imposed regulations. 
  • Coordinate with external customers to determine requirements. 
  • Ensuring systems are operated and maintained in accordance with the Security Plan and government issued Authorization to Operate (ATO) operational processes, practices and procedures of the job area to others within the organization.
  • Continuous monitoring and improvement:  Managing, maintaining, and executing the continuous monitoring strategy.  Monitors quality and timeliness of program deliverables, identifies best practices and opportunities for improvement, standardization, and increased efficiency.
  • Develop, facilitate, and monitor security education, training, and awareness throughout the classified processing environment.
  • Provide compliance status reports to leadership on all assessments.  Monitors and maintains schedule to ensure government Approval to Operate (ATOs) do not lapse and are submitted in a timely manner.
  • Communicate effectively, orally and in writing within team environments, with all levels of management, individual contributors, and government and prime representatives – Security Controls Assessors (SCAs) and Authorizing Officials (AOs).
  • Organize and prioritize to satisfy government deliverables including closure of Plans of Actions and Milestones (POA&Ms).
  • Travel: 25% to tender support to all Aerojet Rocketdyne locations as needed. 

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Active Top Secret Clearance.
  • Current DoD 8570 Level II or higher Baseline Certification (Security+ CE, CGRC, GSLC, CASP+, CISA, CISM, or CISSP).

Preferred Additional Skills:

  • Experience with Microsoft Windows and/or Linux system administration (2+ years).
  • Experience with Splunk, Tenable Nessus, SCAP application tools.
  • Familiarity with configuration control and change management (SCCM).
  • Experience with networking concepts (switches, network security, TACLANE).
  • Experience with security concepts (Data Loss Prevention, Active Directory, and Security Log Analysis).
  • Good communication and customer service skills.
  • Analyze complex information security problems and provide focused solutions to accomplish program objective.
  • Produce clear written documentation and presentations for technical and non-technical audiences.
  • Demonstrate flexible and efficient time management and prioritize workload.
  • Interpret and apply company and government policies and procedures.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Work with application and solution architects, network, database, administrators, and other subject matter experts to develop and deliver compliant results.
  • Strong work ethic and a proven professional - respectful, dependable, takes initiative and follows through, dedicated to excellence and getting the job done.
  • Active and continuous learner - either higher education or Continuing Professional Education.

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $108,500 - $201,500. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $125,000 - $232,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
