Job Description:

L3Harris IMS is seeking a Security Manager / Facility Security Officer (FSO) to support multiple Department of Defense (DoD) and Intelligence Community (IC) customers. This role leads and oversees all aspects of the security program, ensuring compliance with contractual, legal, and regulatory requirements for classified, protected, and proprietary information.

The FSO is responsible for managing personnel, developing and implementing security plans and procedures, and ensuring adherence to applicable security policies and guidelines. This position works closely with Personnel Security, Physical and Technical Security, Classification Management, Communications Security (COMSEC), and Program Security to maintain an effective, compliant security program.

Acting on behalf of site leadership and corporate Security, the FSO ensures employees, contractors, and subcontractors with access to sensitive information, facilities, and storage areas are properly trained and compliant with all security requirements. This role also safeguards information and assets against loss, theft, misuse, unauthorized disclosure, and improper disposal.

Essential Functions:

• 20% travel based on business needs (CONUS or OCONUS).
• Lead and administer the site security program, ensuring compliance with government, customer, and company security requirements.
• Develop, implement, and maintain security procedures for classified and sensitive materials, equipment, facilities, and information.
• Ensure compliance with 32 CFR Part 117 (NISPOM), Intelligence Community Directives (ICDs), DD254 requirements, Program Classification Guides, and company policies.
• Manage industrial, physical, personnel, information, and program security functions, including access control for classified programs and accredited areas.
• Oversee Insider Threat and COMSEC programs, including accountability and safeguarding of classified assets and information.
• Conduct security investigations, audits, inspections, and inquiries; document findings and recommend corrective and preventive actions.
• Provide security education and training to employees, contractors, and visitors on applicable security requirements and procedures.
• Interpret and implement federal security regulations and coordinate with government agencies on rulings, guidance, and compliance matters.
• Prepare and maintain required security documentation, including standard operating procedures, manuals, DD254s, BOEs, and related records.
• Partner with cross-functional teams to support compliance across cybersecurity, information technology, configuration management, and related disciplines.
• Lead security personnel and support site leadership with independent decision-making, strong judgment, and effective program execution.

Qualifications:

• Active US TS/SCI security clearance.
• Bachelor’s Degree in Security Management, Homeland Security, Security Administration, Criminal Justice, Industrial Security Management, Information Systems Security, Information Technology Management or other relevant programs and minimum 9 years of prior relevant experience.
• Graduate Degree and a minimum of 7 years of prior related experience.
• In lieu of a degree, a minimum of 13 years of prior related experience.
• Denomstrated experience with FSO certification via current Defense Counterintelligence and Security Agency (DCSA) criteria.
• Denomstrated experience with DCSA Insider Threat Management certification.
• Minimum of 5 years FSO experience.

Preferred Additional Skills

• Completed counterintelligence or full scope polygraph.
• Familiarity and experience with SIMS, DISS, e-App, NISS, ICD 705, Tempest etc.
• Proficiency and experience with Insider Threat Program Management.
• Successful completion of NSA COMSEC Account Manager/Custodian training; experience and knowledge managing COMSEC accounts and/or programs.
• Industrial Security Professional (ISP), Certified Protection Professional (CPP) or other relevant professional security certification.
• Self-initiative; compliance focused, customer service oriented.
• DCS and/or FMS experience.
• Experience with International travel requests.
