Job Description: 
As the Alternate Contractor Program Security Officer (ACPSO), the incumbent is tasked with overseeing and managing security-related matters for the assigned program. Responsibilities include handling security functions such as SAPF operations, personnel security, program support, physical security, information security, document control, badging, and access control. The ACPSO ensures compliance with all national security directives, with a focus on NISPOM, Intelligence Community Directives (ICDs), Special Access Program (SAP) directives, and other relevant guidelines. Demonstrating a commitment to excellence, the ACPSO operates independently, making decisions without direct supervision, while also being a collaborative team player who adapts to the CPSO’s priorities and manages customer expectations in a dynamic environment. The role involves interaction with both internal and external customers and Government security officials. Additionally, the incumbent upholds all L3Harris corporate policies, including the safeguarding of L3Harris’ intellectual property.

The Advanced Systems & Technologies (AS&T) division, a segment of L3Harris’ Agile Development Group, focuses on creating groundbreaking, next-generation technologies. Specializing in advanced Unmanned Air Systems (UAS/UAV), cutting-edge radar systems, next-generation weapon systems, and other RF sensor technologies, AS&T combines the nimbleness of a small company with the extensive experience of a large corporation.


Essential Functions: 
•    Maintain security program policies to ensure ongoing compliance with 32 CFR, Part 117, IC, DoDM 5205.07 vol 1-4, and other requirements of all classified programs under purview.
•    Prepare Security Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the handling, storage, and transportation of assigned assets.
•    Conduct security related employee briefings to include indoctrination, debriefing, courier, closed area, program access, OPSEC, Insider Threat, derivative classification, foreign travel, and routine annual security trainings.
•    Prepare and maintain System Fixed Facility Checklists (FFCs) in accordance with ICD 705.
•    Implement DD-254 Security Guidance and ensure program compliance with contractual requirements.
•    Analyze and investigate security incidents and violations; prepare internal and external customer reports.
•    Conduct annual self-inspections.
•    Physical security duties include, but are not limited to, maintaining and changing combinations, access control systems, alarm accesses, secure area modifications and buildouts
•    Maintain multiple PERSEC databases including JADE, DISS and SIMS.
•    Process PARS in accordance with SAPNP guidance.

Qualifications: 
•    Bachelor’s Degree and a minimum of 4 years of prior related experience. 
•    Graduate Degree or equivalent with 2 years of prior related experience. 
•    In lieu of a degree, minimum of 8 years of prior related experience.
•    Active Secret required to start; Ability to obtain/maintain a TOP SECRET Security Clearance.


Preferred Additional Skills:

•    Knowledge of Joint Access Database Environment (JADE).
•    Knowledge of Defense Information System for Security (DISS).
•    Knowledge and Implementation of the DoDM 5205.07.
•    Knowledge and Implementation of the ICD 705.
•    Knowledge of the EQUIP Process and Justification Requests.
•    Knowledge of Security Information Management System (SIMS).
•    Knowledge of Access Control Systems.
•    Proficient with Microsoft Word, Excel, and Access. 
•    Communicate effectively and in a professional manner.
•    Experiencing interacting with persons of varying importance, multi-cultural customers and personnel.
•    Experience as an ACPSO preferred.
•    Active TOP SECRET Security Clearance is preferred.
