Job Description:
L3Harris has an immediate opening for a Scientist Project Engineer for full lifecycle Project Engineering support for Contested Space. These efforts will include RF Payload, reflector, design and build experience along with the required background to complete work planning, forecasting, staffing and required program startup activities. The Enterprise PE will be managing the execution of multiple new programs in the portfolio along with business forecasting, growth planning activities, support road map, strategy and portfolio planning. This person will also be accountable for the entire portfolio PE team who will be responsible for execution, planning and schedule commitments for multiple efforts in a growing business area.
Essential Functions:
- Develops, oversees and coordinates the cost/schedule/technical aspects of ongoing engineering projects within the program guidelines set by the Program Manager and customer.
- Reviews status of engineering projects and budgets, manages schedules, and prepares status reports.
- Assesses engineering issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives.
- Identifies, tracks, mitigates, and dispositions program-level risks.
- Estimate resource and material needs for the project/product.
- Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
- Provides the coordination between technical and supply chain teams to ensure all necessary material and subcontracts are received when needed.
- Participate in medium to large size teams and perform a wide variety of tasks.
Qualifications:
- Bachelor’s Degree and minimum 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- Experience with Earned Value Management (EVMS).
- Experience with best practices for project engineering and program execution and managing multi-discipline programs across multiple locations.
- Active TS/SCI security clearance required.
Preferred Additional Skills:
- Experience in hardware/software integration programs.
- Experience managing projects with budgets of $60M+
- Experience with Technical Supplier Management, Risk and Opportunity Management.
- Experience with reflector/space design programs and activities.
- STEM Degree preferred.
- Experience leading Government Contract development programs
- Experience or knowledge of Government contract acquisition lifecycle
- Experience with management of design to cost activities
- Experience with program pursuit and proposal activities
- Experience in Root Cause Corrective Action process and techniques
