Job Description:
- Role is a working Group Leader responsible for balancing a percentage of an individual contributor Subcontract Manager workload with a Manager role overseeing a team of Subcontract Managers.
- Lead, motivate, and develop a diverse team of 5-10 Subcontract Professionals at varying levels of experience through all aspects of the Subcontract acquisition process from proposal stage through Program award and execution.
- Lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution with minimal oversight.
- This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations, cost and price analysis, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out.
- Responsible for managing and driving Subcontractor cost, schedule, and technical performance.
- Ensure L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.
- Draft and negotiate complex Subcontract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements.
- Establish major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals.
- Apply ingenuity and innovation to develop solutions to complex subcontract problems and identify areas for performance improvement and cost reduction.
- Responsible for initiating and tracking closure of corrective action measures with Suppliers when necessary.
- Develop and maintain working relationships with cross-functional partners.
- Build and foster strategic supplier relationships.
- Serve as initial point of escalation for Team in support of Supplier issue resolution.
- Provide timely and accurate subcontract status to L3Harris Management and cross-functional stakeholders.
- Ensure budget, sales forecast, and EVMS performance is met.
- Identify process improvements and facilitate implementation within department.
- Balance tactical execution with strategic initiatives to drive cost reduction.
Essential Functions:
- Motivated self-starter who has comprehensive knowledge of the Subcontract Management Process Flow.
- Work should be performed with very minimal oversight.
- Experience managing supplier performance in the areas of technical scope, schedule, and cost.
- Experience in managing various types of subcontracts, including hardware, software, service subcontracts, and follow-on/production subcontracts.
- Experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost Reimbursement (w/fixed-fee, incentive fee or award fee).
- Lead, direct, and review the work of direct reports to maintain workflow and productivity and ensure weekly objectives are achieved.
- Ability to work as an effective leader, while maintaining a “team” mentality in a fast-paced, changing environment.
- Responsible for hiring, promotion, performance management, and compensation decisions for direct team.
- Operate with sense of urgency and within tight deadlines.
- Adaptable to a fast-paced, dynamic environment with strong prioritization and multi-tasking skills.
- Must be able to communicate effectively with a wide array of professional levels and functions.
- Manage department and program budgets and explain variances in monthly performance.
- Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance.
- Support Small Business Initiatives.
- Follow strategic direction set by Program, Business, and functional leadership.
- Proficient in Microsoft Suite of Products.
- Strong verbal and written communication skills, with a high attention to detail.
- Travel to supplier facilities approximately 25% (mainly domestic locations)
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- Ability to obtain Security Clearance
Preferred Additional Skills:
- Previous Leadership experience
- Experience in Government Contracting/Subcontracting
- Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting
