Job Description:

This position is responsible for independently leading and managing internal audits, identifying root causes of deficiencies and developing corrective action plans to prevent deficiency recurrence. The position maintains accurate procurement and subcontract records to uphold procurement, supplier, and subcontractor regulatory standards and directly supports the outcomes of the Procurement Functional Manual, DFARS 252.242-7005, and FAR 52.245-1.

Essential Functions:

• Maintains presence and oversight during pre-award, administration, and post award activities relative to property management system audits for all I&C subcontracts where the GFP flow-down clause is present and CAP is expected to be procured or GFP is furnished and ensures Subcontractor Data Requirements Lists reporting; assigns risk per FAR 52.245-1 subcontractor control, awards, flow down and reviews
• Maintain accurate procurement records in the company’s business systems, ensuring documentation is up to date and compliant with regulatory standards.
• Represents the sector on corporate initiatives: Gemba/Lean/Six-Sigma, Small Business Liaison Office, Supplier Value Management, and the Procurement Policy Review Board.
• Independently perform audits in accordance with the functional compliance review/internal control self-assessment policy on purchase orders and subcontracts
• Elevates issues to the I&C government compliance management on purchasing audit failures, subcontractor control failures, and contractor business system failures
• Provide training and guidance to procurement staff on compliance-related matters to foster a culture of compliance.
• Partner with contracts, subcontracts, material managers, program managers, property managers and buyers to support identifying custom contract flow-down clauses and ensure their storage in the company’s business system for buyer use.
• Conduct internal audits of purchasing processes and creates/maintains documentation to ensure adherence to Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant regulations
• Prepare and manage client flow-down documents to communicate terms and conditions to suppliers
• 25% expected travel

Qualifications:

• Bachelor’s degree in finance, accounting, business, or supply chain
• Active Top Secret/SCI with CI polygraph

Preferred Additional Skills:

• Experience in procurement/purchasing audits, subcontractor control, and contract administration/property management
• Effective communication and negotiation skills for interface with procurement, subcontract, material, property, contract, subcontract and program managers
• Process improvement
• Effective use of MS Visio, Office, and other business applications
• Experience in presenting/briefing groups of 50+
