Job Description:
L3Harris is seeking an Environmental Specialist / Environmental Engineer to support environmental compliance, permitting, and operational readiness activities for manufacturing, construction, and facility development projects in Orange, Virginia. This role will support environmental planning and regulatory engagement for new construction and facility modifications, with emphasis on stormwater management, land disturbance permitting, agency coordination, and integration of environmental requirements into project execution.
The position works closely with EHS&S, engineering, facilities, construction, program teams, consultants, and regulatory agencies to help ensure projects move forward on schedule while maintaining compliance with applicable federal, state, and local environmental requirements.
Essential Functions:
- Support environmental permitting and compliance activities for construction, infrastructure, and facility projects.
- Coordinate development, review, and submittal of environmental permit applications, plans, and supporting documentation.
- Support stormwater management and land disturbance permitting, including review of civil design packages and coordination with consultants and regulators.
- Interface with agencies such as Virginia DEQ, local authorities, and other project stakeholders regarding permit requirements, reviews, and approvals.
- Assist with environmental review of new building and site development projects to identify regulatory impacts early in design.
- Track permitting milestones, agency comments, approval conditions, and compliance commitments.
- Support implementation of environmental requirements during project construction and startup.
- Review contractor and consultant deliverables for technical adequacy and compliance alignment.
- Assist in interpretation and application of environmental regulations, permit conditions, and internal standards.
- Conduct site inspections, field assessments, and compliance reviews as needed.
- Support environmental programs that may include:
- stormwater
- erosion and sediment control
- hazardous waste
- air permitting/compliance
- wastewater
- SPCC
- chemical management
- Maintain environmental records, reports, and documentation in accordance with regulatory and company requirements.
- Partner with cross-functional teams to reduce permitting risk, support construction schedules, and improve environmental processes.
- Ability to obtain a US Security Clearance
Qualifications:
Bachelor's Degree in Environmental Engineering, Civil Engineering, Environmental Science or related technical field and a minimum of 4 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
Preferred Additional Skills:
- Experience supporting environmental compliance, permitting, or engineering projects.
- Knowledge of environmental regulations and permitting processes applicable to industrial or construction operations.
- Familiarity with stormwater management, erosion and sediment control, and site-development permitting.
- Ability to review technical drawings, reports, and permit-related documents.
- Strong communication and coordination skills with internal teams, consultants, and regulatory agencies.
- Strong organizational skills and ability to manage multiple projects and deadlines.
In compliance with pay transparency requirements, the salary range for this role in Virginia is $69,500 – $128,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including relocation stipend, 401(k), EAP, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
