About the Role
We are seeking an experienced Senior Contracts Specialist to join our Contracts team within the Canadian defence sector. The incumbent will administer dynamic, complex, multi-jurisdictional and international contracts within the Canadian defense industry.  

Reporting to the Senior Manager of Contracts, the successful candidate will operate with a degree of independence and nominal oversight. The incumbent will serve as a trusted advisor on contractual matters, risk management, compliance, negotiations, and contract administration throughout the contract lifecycle.

Key Responsibilities

Contract Strategy & Business Performance

  • Manage large, complex project initiatives of substantial importance to the organization with nominal oversight or direction.
  • Make significant improvements in processes, systems, or products with a view to drive efficiencies.
  • Influence successful business outcomes to achieve key business and financial objectives for orders, revenue recognition, operating income and free cash flow for new and continuing programs.
  • Provide business, contractual and risk mitigation strategy guidance to various internal stakeholders.
  • Maximize cash through innovative contract formation and negotiation to achieve business objectives.
  • Provide input into new products/processes and implement operational plans that have measurable positive impact on business or functional results.

Contract Administration & Negotiation

  • Manage the contractual review of solicitations, proposal development, contract change control process and overall contract administration.
  • Review requests to bid and evaluate proposed terms and conditions to identify contractual and legal implications and provide appropriate comments to management.
  • Negotiate terms and conditions of each contract and document each step, in order accordance with internal corporate requirements and policies.
  • Draft contractual clauses and various project administration correspondence.

Risk Management & Compliance

  • Analyze new legislation, regulations, and contract trends for potential impact on business unit goals and objectives.
  • Protect the interest of the company by understanding and interpreting contractual terms and conditions.
  • Analyze significant and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations and corporate policies and procedures.
  • Ensure that risks in each project are covered by terms and conditions.

  • Customer & Stakeholder Engagement
  • Establish and maintain primary contractual interface with the customer.
  • Communicate and collaborate with appropriate stakeholders within the organization to explain and positively influence changes to practices, processes and approaches.
  • Explain, interpret, and gain cooperation from internal stakeholders regarding policies, procedures and practices.

Qualifications

  • Bachelor’s Degree and minimum 7 years of prior relevant contractual experience.
  • Strong negotiations skills and knowledge of company legal terms and conditions.
  • Bilingual, French and English (oral and written).
  • Business acumen and strong business writing skills.

Preferred Additional Skills and Assets

  • Experience with customer-facing contracts, production, sustainment, and services.
  • Previous contract administration experience within the defense industry, particularly with military, international, domestic entities and US Government.
  • Strong negotiation skills and experience which include negotiation of terms and conditions, pricing, IP, data rights, indemnification obligations and limitation of liability, etc.
  • Ability to work and communicate effectively across functions with a view to determine risk mitigation strategies related to program execution.
  • Ability to assess contractual risk and provide sound recommendations and mitigation plans to management.
  • Ability to work in a high-pressure environment, able to meet deadlines and expectations, able to multitask. 

Eligibility Criteria

  • Must be eligible for registration with the Controlled Goods Program; and
  • Must be eligible to obtain and maintain a government of Canada Reliability status and Secret Level 2/NATO Secret security clearance.
