Job Description:
L3Harris is seeking an experienced and innovative Chief Systems Engineer to lead our United States Air Force (USAF) Advanced Battle Management System Digital Infrastructure (ABMS-DI) Network Developer program. The ideal candidate will have extensive expertise in the System Development Lifecycle (SDLC), Agile project management, and the Scaled Agile Framework (SAFe) for implementing Agile practices at an enterprise scale. They will be proficient in Model-Based Systems Engineering (MBSE), System-of-Systems Engineering (SoSE) methodology, Design Gate reviews, requirements elicitation and creation, and leading Technical Exchange Meetings (TEMs) with customers. This role requires a strategic thinker capable of driving comprehensive system designs and managing all engineering aspects of the program to ensure successful execution.
Key Responsibilities:
- Lead the design, development, and implementation of complex systems, ensuring adherence to the System Development Lifecycle (SDLC).
- Conduct Design Gate reviews to assess and approve various stages of system development.
- Facilitate requirements elicitation and creation, ensuring alignment with customer needs and program objectives.
- Lead and manage Technical Exchange Meetings (TEMs) with the customers and internal stakeholders.
- Oversee and be responsible for all engineering aspects of the program, ensuring compliance with performance, reliability, and security standards.
- Provide technical direction and mentorship to the engineering teams.
- Ensure the engineering team's adherence to industry standards and regulatory requirements.
- Continuously monitor and optimize system performance and security.
- Assist Project Engineering and CAMs with Agile Earned Value Management (A-EVM)
Required Qualifications:
- Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- Active Top Secret/SCI Security Clearance Required
Preferred Qualifications:
- Ten (10) years of experience in the following areas of knowledge / skill:
- System Development Lifecycle (SDLC) and operating in a Scaled Agile Framework (SAFe).
- Expertise in requirements, elicitation, creation, and management.
- Leading Technical Exchange Meetings (TEMs) and milestone gate reviews with customers.
- Comprehensive knowledge of designing, developing, and integrating complex systems.
- Managing and owning all engineering aspects of a program and its technical baseline.
- Experience with Air Force communication systems and protocols.
- Relevant certifications in systems engineering (e.g., INCOSE ASEP, CSEP, or ESEP).
- Strong project management skills and the ability to handle multiple projects simultaneously.
- Familiarity with regulatory standards in the defense industry.
- Proficiency in system design tools and simulation software.
- Familiarity with security protocols and best practices in system security.
