Job Description:

The Lead Technical Specialist, Trade Compliance is a full-time will complete jurisdictions and classification (J/C) determinations in accordance with US Government regulations as required to support the L3Harris enterprise.  Responsibilities include, but not limited to, J/C and harmonized tariff schedule (HTS) determinations, support in the creation and deployment of J/C related training and chair the Trade Compliance Engineering Council. This position is onsite at an L3Harris facility. In addition to the responsibilities and qualifications described below, also require the successful candidate can efficiently and effectively manage workload in a fast-paced environment.

Job Responsibilities:

Consistent with the mission of the Global Trade Compliance team, the primary tasks of the Lead, Trade Compliance include, but are not necessarily limited to:

  • Conduct classification reviews of hardware, software and export-controlled information (ECI) for export J/C (under US Regulatory regimes: ITAR and EAR) and import Schedule B and HTS (US Census and US Customs)
  • Manage export Commodity Jurisdiction (CJ) and Commodity Classification Requests (CCR/CCATs) processes
  • Provide export classifications to support licensing, agreement applications, and international shipments for CHQ
  • Review supplier and OEM classifications
  • Assist engineering teams with "design for export" concepts.
  • Oversee recordkeeping for jurisdiction and classification determinations in line with regulations and L3Harris policy.
  • Review and approve transfers of export-controlled information to international and Non-US parties
  • Review and approve L3Harris information to be placed in the public domain
  • Chair and maintain the agenda, presentation materials and minutes for the Trade Compliance Engineering Council meetings
  • Support the creation of reports and metrics pertaining to various elements of the export/import activity within the enterprise
  • Participate in the planning and execution of Trade Compliance audits and assessments
  • Support the development and delivery of work instructions and training materials, across the enterprise on J/C and ECI
  • Perform other duties and responsibilities as required including travel

Qualifications:

  • Bachelor’s degree in engineering or equivalent and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience.
  • Demonstrated knowledge of ITAR, EAR, and Customs regulations with specific experience in ITAR/EAR jurisdiction and classification analysis and order of review in previous roles.
  • Able to obtain and maintain a U.S. DoD Security clearance

Preferred Qualifications:

  • Effective interpersonal and communication skills and the ability to interface with personnel at all levels, both verbally and in writing.
  • Advanced organizational skills and the ability to effectively coordinate simultaneous activities, and successfully prioritize multiple tasks with good judgment.
  • Perform duties with minimum supervision, and participate in cross-functional projects as needed
  • Exhibits a high level of integrity and discretion.
  • Experience with Descartes/OCR EASE Commodity Classification Module
  • Ability to obtain and maintain a U.S. DoD Security clearance
  • Familiarity with LO/CLO and Anti-Tamper requirements

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $86,000-$159,500. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $98,500-$182,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
