Job Description:
L3Harris Technologies Space and Sensors is currently seeking a Sr Specialist, Procurement to contribute to the success and growth of our Space and Sensors division located in Mason, OH, supporting the procurement and management of electronics components (Circuit Card Assemblies, Printed Wiring Boards, etc.). The Sr. Specialist, Procurement, determines how to achieve objectives by applying a deep understanding of procurement principles, concepts, and practices in a DoD environment. This position requires a minimum of 6 years’ experience in defense procurement and manufacturing.
Essential Functions:
- Procure components and subassemblies to support various programs, including commodities such as electronic, mechanical, optical components or assemblies, capital equipment, and electronic/optical systems. The primary focus of this role will be on electronics.
- Manage Purchase Orders (POs) and other agreements for direct and indirect procurements; Includes preparation of Requests for Quotes (RFQs) and Requests for Proposals (RFPs), proposal evaluation and analysis, and issuance and maintenance of POs.
- Select and recommend suppliers, negotiate pricing, delivery, quality, terms and conditions, and execute non-disclosure agreements and service agreements.
- Contribute to material cost reduction strategy. Create and issue various types of POs, including Firm-Fixed Price and Time & Material.
- Lead source selection teams; conduct formal cost/price analysis to determine price fair and reasonableness. Negotiate the lowest possible total cost for the product (balance price with optimum quality and schedule needs).
- Identify opportunities to mitigate supply chain risk.
- Administer post-award of issued POs.
- Create purchase orders files in compliance with all command media and necessary process disciplines for audits.
- Support Integrated Product Teams (IPT) through supply chain representative or as an active team member.
- Monitor and provide feedback to IPT on critical supplier performance to ensure timely delivery to manufacturing schedules; Inter and Intra departmental coordination is essential.
- Active participation in company and department initiatives such as strategic sourcing and various L3Harris improvement efforts.
- Provide training and mentorship to peers to further Inter departmental growth.
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior procurement experience.
- In lieu of a degree, minimum of 10 years of prior procurement experience.
Preferred Additional Skills:
- Experience with circuit card technology is a plus but not required.
- Experience using advanced Excel skills including use of pivot tables, lookup tables, etc.
- Knowledge within Deltek, Costpoint, and SAP.
- Knowledge in the procurement processes of military grade products.
- Demonstrated experience working within proposal teams, generating material estimates for bids and proposals, and providing substantiating evidence as needed is a plus.
- Willingness to learn DoD 5000.02 framework and Earned Value Management principles.
- Proven ability to direct and manage multiple projects with effective prioritization and resource allocation.
- Strong team player with excellent collaboration and interpersonal skills.
- Superior verbal and written communication abilities, along with strong organizational, negotiation, and management skills.
- Advanced computer skills, including proficiency to quicky learn ERP systems and MS Office applications, particularly Excel.
- Capability in reading and interpreting specifications, statements of work, and technical drawings.
- Extensive knowledge of FARS, DFARS, and ITAR regulations as they pertain to purchasing requirements.
- Extensive understanding of company policies and processes.
- Extensive understanding of small business government requirements.
- A strong commitment to learn continuous improvement methodologies, including Lean Six Sigma tools.
