Job Description:
Leading the successful execution of scope for the Shipboard Panoramic EO/IR (SPEIR) program of record, related contracts, and IR&D effort, maximizing profitability while attaining customer requirements on schedule & in budget.
Leveraging proven mature EO/IR technology to fully integrate combat management systems.
Driving successful execution of the Engineering & Development (EMD) and Low-Rate Initial Production (LRIP) phases of the program.
Address emerging technologies and incorporation into SPIER solutions.
Leading the resolution of key program issues by breaking down barriers and engaging to address help needed by program leads – items such as TAAs, Export, Global Trade Compliance, Resourcing and Staffing skill sets.
Facilitating liaison across L3Harris entities external to division.
Assisting development of communications plan (both internal and external); identify key messages and establishing recognition of L3Harris as a top tier prime in shipboard passive sensing
Developing and maintaining effective working relationships with both peers and customers
Effectively communicating program status to both customers and executive leadership.
Essential Functions:
- Responsible for managing and directing program management teams with the cost, schedule, technical, and contractual performance requirements of a complex technical program portfolios through the life-cycle phases of development, implementation, and operations. This includes utilizing Earned Value Management, maintaining an integrated master schedule, managing development and test to a technical baseline, and maintains an active and proactive risk management program. Responsible for budget management and financial execution of the portfolio.
- Responsible for managing the cost, schedule, technical, and contractual performance requirements of directly assigned programs.
- Responsible for managing a collaborative work environment with the customer to achieve business objectives.
- Works with customers and internal program leadership to determine needs, requirements, and new business opportunities, and then directs the preparation of proposals, business plans, proposal work statements and specifications to meet those needs.
- Work with functional leadership to ensure that all resources such as engineering, manpower, production, and facilities are available to support the program.
- Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.
- Solves highly complex problems with significant business impact.
- Interacts internally with management and Senior Leadership, as well as customers, to communicate significant program cost, schedule, performance status.
- Creates environment of inclusivity and respect as well as strives to build diverse teams and develop talent.
- Ability to establish a culture of trust, open communications, data driven decision making, customer focus and relentless continuous improvement.
- Position may require extensive travel, including international travel.
- U.S. Secret clearance required.
Qualifications:
- Bachelor’s Degree and a minimum of 12 years of prior relevant experience OR Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- 10+ years of program management experience including all phases of program execution (pursuit and offer leadership, contractual negotiations, start-up, execution, and close-out)
- 10+ years of experience leading teams in successfully achieving defined Customer and Company program objectives within cost, schedule, and contractual constraints.
- 10+ years of experience in organizing and leading Engineering, contractual, financial, Operations, and other cross functional areas to provide total Program life-cycle management. Experience managing projects with budgets of $50M+ and a total portfolio >$200M. Experience leading geographically diverse program teams comprised of Integrated Product Teams (IPTs) with membership from multiple Company and potentially partner organizations.
- 10+ experience in development and production programs is required.
- 8+ years of experience with the implementation and execution using Earned Value Management Systems (EVMS) and employment of applicable metrics.
- 8+ years of experience managing DoD programs (all services and agencies) and international programs (DCS and FMS).
- Ability to travel 30%.
- Must be a United States Citizen.

- Experience with development programs with significant structured software development scope.
- Recognized as an internal expert and thought leader in area of expertise with broad experience across multiple job areas.
