Job Description:
The Subcontracts Manager (SCM) is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is a diverse landscape of technologies, products and services for development, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements, generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of cost, schedule, and quality.
Essential Functions:
- Develops an understanding of the basic concept, use and purpose of Subcontracts.
- May be assigned to prepare PO/Subcontracts compliant packages as required and administer on-going/awarded subcontracts as proficiency increases.
- Responsible for navigating routine tasks with assistance.
- Assist in locating information in systems by running reports or navigating through software programs.
- Develops an understanding of Subcontracts' relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.
- Develops an understanding of procurement systems and tools such as Material Requirements Planning (MRP), Control, Cognos, Quality, Excel, Peoplesoft Financials, Expo, PDM and others.
- May participate in proposal activities by completing actions assigned by Subcontracts Manager leading proposal efforts.
- Helps with the timely administration of subcontracts, purchase orders, contract modifications, request for proposals, negotiations, and processing of legal documents.
- Develops an understanding of forecasting and Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow.
- Helps in managing subcontractor performance to include scorecards, terms and conditions, and active communication.
Qualifications:
- Currently enrolled in an accredited university pursuing a degree in Business Administration, Supply Chain Management, Operations, Engineering, or a related field.
Preferred Additional Skills:
- Basic understanding of project management principles to organize tasks and meet deadlines.
- Basic experience in MS Office suite of tools.
- Ability to effectively communicate with all levels of management and program teams.
- Be a self-starter and team player.
- A foundational knowledge or interest in learning about subcontracting practices and the subcontract management process, including an awareness of basic requirements and compliance considerations in a defense contracting environment.
- Effective communication skills with the ability to articulate ideas clearly.
- Ability to work collaboratively with subject matter experts and team members.
- Eagerness to receive guidance and feedback from experienced professionals.
