Job Description:
The Subcontracts Manager (SCM) is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international.
L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers.
Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments. Subcontracts support government, customer and internal audits as required.
Essential Functions:
- Lead, mentor, and provide coaching and training to employees in and outside the Supply Chain organization.
- Serve as a subject matter expert (SME) with advanced skills and experience in supply chain management, contract types, and regulatory compliance (e.g., FAR/DFAR, ITAR, EAR).
- Interact with internal leadership, external customers, and auditors to provide information and expertise.
- Advise and support division-level organizations during internal and external audits, ensuring compliance with relevant regulations and policies.
- Communicate effectively across various functional organizations, including executive leadership, and support cross-functional requests and inquiries.
- Lead complex subcontract efforts, manage program risks, and provide oversight for proposal activities, contract modifications, and legal document processing.
- Develop and implement strategic acquisition solutions and supply chain strategies to improve KPIs, ROI, and overall program execution.
- Utilize advanced knowledge of Earned Value Management (EVMS), financial concepts, and technical requirements to review SOWs, ensure compliance, and manage program deliverables.
- Demonstrate expertise in procurement systems, MRP systems, Microsoft Office, and other relevant tools to optimize efficiencies and support program requirements.
- Innovate new business practices, share best practices, provide training, and support struggling programs to achieve optimal supply chain strategies and return to green (RTG) status.
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience
Preferred Additional Skills:
- Total relevant professional experience to be minimum of 7 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
- 7 years of experience using MRP systems software.
- Minimum 5 years of experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)

- Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
