Job Description:
The Missile Solutions Sector within the Aerojet Rocketdyne Segment is seeking an experienced PMX Program Leader to help advance and drive segment process, program performance, and execution excellence within the Sector. This position enables business performance and growth, and facilitates setting the vision, leading change efforts, and focusing and motivating the Program Management community to deliver on expectations and requirements by leveraging Program Management best practices and processes. In addition, this role partners with segment program management leadership to maximize use of PM tools and to accelerate deployment.
Essential Functions:
This position is responsible for deploying program management processes (Gates 2-3 of the execution planning in the capture phase and Gates 4-5 of the program startup – Kickoff/Baseline), ensuring PMs have adequate command media & training for the Gate process, deploying the business/program review process, standard work and metrics for PMs, etc.
Serve as the Earned Value (EV) expert (will develop and deploy EV training), requiring the ability to drive/guide a program team toward best business practices utilizing standard tools and processes in an Earned Value Management environment.
Ensures major projects are integrated across company functional groups including finance, engineering, material, manufacturing, supply chain and quality. Ensures compliance with internal program procedures and project control system guidelines.
Set and maintain the Missile Solutions sector battle rhythm, which comprises driving standardization of briefings for CAPEX, IR&D, Business Development targets, program management reviews, and proposal briefings & sign-offs.
Support the Missile Solutions president with executive briefings and high-level engagements with all Sector employees.
Perform data traces and analysis in order to determine EVMS compliance to the Standard, System Description and associated company policies/procedures.
Provide direction on consistent cross enterprise processes, tools, best practices, technical consulting, analysis and training in development of Program Management talent.
Provide collaborative support to program management teams along with Program Planning and Project Controls departments.
Strong organizational skills and ability to multi-task effectively.
Influence/cultivate EV practices within program teams.
Up to 25% business travel to other L3Harris and customer sites.
Ability to obtain US Secret Security Clearence.
Qualifications:
Bachelor’s Degree with a minimum of 15 years of prior related DOD Program experience or Graduate degree with a minimum of 13 years of years of prior related DOD Program experience.
2+ years experience utilizing a working knowledge of EVMS EAI-748 Standard, Government contracting and reporting requirements and Federal Acquisition Regulations (FAR).
2+ years experience leading projects to completion and coordinating across numerous cross-functional customers and stakeholders.
2+ years experience implementing, rolling out program planning and EVMS tools.
2+ years experience briefing executives and engaging across all functional teams to include engineering, business development, contracts, business management, and program management.
Active US Secret Security Clearence.
Preferred Additional Skills:
Cost Account Management (CAM) experience.
Knowledge of MS Project and P6 Primavera.
Working familiarity with JIRA/Confluence.
Understanding of EVMS concepts with application to company policy/documentation to include cost/schedule integration, risk identification and change management.
Experience with visualization tools (Tableau, Power BI).
Demonstrated ability to work cross-functionally, across geographically-disbursed teams.
Proven management of programs in the development and production life cycles ranging in $80-$200M in revenue per year.
Familiarity with missile defense, rocket motors, and weapon systems. Examples include programs like PAC-3, MK72, MK104, GMLRS, Sentinel, Next Generation Interceptor, ATACMS, and long range hypersonics.
Knowledge of / experience with Corporate reporting and oversight processes, including Program Reviews and other Program Management requirements.
Experience in organizations and situations requiring a combination of strategic vision, practical project management, and execution skills.
Strong knowledge and skills with the ability to apply recognized Project Management and Risk Management methodologies.
Significant experience with and mastery of Microsoft PowerPoint and Excel.
Knowledge of and ability to apply Lean Six Sigma process improvement methodology.
