Job Description:
The Project Engineer (PE) holds technical responsibility and authority for the program under the authority from Engineering Leadership to execute programs, as well as direct integration with the Program Manager (PM). This includes but is not limited to:
- Adhering to technical scope;
- Remaining within Engineering Program budget; and,
- Ensuring alignment with overall Program Schedule
The PE Senior Manager serves as a leader in the PE organization while coordinating to drive manpower and Earned Value (EV) reporting via the Labor Tracking System (LTS). This individual will support the SIOP process to ensure direct alignment between the Functional and Program needs relative to performance against schedule and budgeted work scope. This highly visible, fast-paced, multi-dimensional role drives organizational value by providing strategic and day-to-day leadership across the PE teams within the Intelligence, Surveillance, and Reconnaissance (ISR) Sector. The PE Senior Manager is also responsible for program technical performance within their assigned execution role that extends beyond the "Engineering" functions, to ensuring technical compliance within the total operations activities (i.e. extends to the interfaces of manufacturing and HD&L). Program Chief Engineers are a key technical interface to Customers and have the responsibility/opportunity to interact at every phase of the program lifecycle.
As a PE Senior Manager, this position will manager experience professionals in the PE organization. This requires communication within and outside the organization influencing a positive culture across the team. This role is responsible for creating workforce and staffing plans for team or department to ensure availability of manpower necessary to accomplish departmental business results. Has hiring, firing, promotion and compensation authority within own organization, in accordance with management review and approval. Reports to Director or higher. This role is responsible for improving upon existing or establishing new processes and systems using significant conceptualization, reasoning and interpretation. Solutions are innovative and unique and draw upon best practices based on expertise. Develops or champions new concepts or technologies. Opportunities for problem solving and innovation are often complex, requiring broad-based consideration of variables that impact multiple functions and/or businesses. Extensively analyzes problems to seek understanding of the root cause of the problem.
This position requires the ability to recommend operational plans and tactics that will directly impact the achievement of overall functional results. Set performance targets against Enterprise-wide, Sector, Division, and Program strategic goals and monitor performance. Directs the execution of tactics established by functional leadership. Establishes operational plans for the area of responsibility with short- to mid-term impact on results (e.g., 1-2 years). Work requires a high degree of responsibility for resources, and occasionally influences business decisions made by functional leadership. May recommend and implement new products, processes, policies, standards or operating plans in support of job function strategy.

Qualifications:
A Bachelors degree in a technical field and a minimum of twelve (12) years of prior relevant experience. Graduate degree and a minimum of ten (10) years of prior related experience. Advanced technical or management degrees are a plus.
Experience with the one or more of the following areas is required:
- Program planning, guidance, and engineering execution within scope, schedule and budget
- Self-managed/motivated – ability to independently set priorities, meet commitments with a desire to continuously improve
- Broad understanding of engineering processes and policies
- Aircraft Integration, Test and Delivery experience
- FAA a/o Military-Type Certification experience
- Aeronautical Engineering (electrical, structural, mechanical, stress, mass properties, aerodynamics, etc.); or,
- Systems Engineering (including Test Engineering); or,
- Software / Hardware Engineering; or
- Project Engineering;
- Broad Management and Team Leadership Skills (i.e. Task, IPT Leader and/or Functional Management)
- Executive Level Interaction and Communication (to include internal and Customer stakeholders)
Position requires an active DoD TS/SCI Security Clearance, the ability to maintain the stated clearance, which requires U.S. Citizenship.
Preferred Additional Skills:
- Experience in Aerospace & Defense (A&D) industry preferred with specific FAR/DFAR experience
- Communication skills with ability to influence leaders and drive decision making
- Management of directly reporting personnel and associated workload to ensures right person in right role for success
- Intelligence Surveillance and Reconnaissance (ISR) Systems experience
- Experience on Foreign Military Sales Programs or Direct Commercial Sales
- Experience with the ISR & Strike Group Program & Platform capabilities
