Job Description:

This position will be responsible for coordinating surge support to Tier One Programs, including direct support for tool implementations, major replans such as OTB/OTS, formal internal reprogramming, Baseline Review support, and providing subject matter expertise for Cost and Schedule Integration and Earned Value support. Duties include managing the development and maintenance of complex program schedules, including resource loading and Earned Value Analysis. The individual will help develop formats, tools, and tracking/reporting methods to be used as the company refines its Program Planning and Scheduling processes for standardization and enterprise-wide resource management. This position also supports the programs in developing plans and integrating inputs from all program areas. Qualified candidates will interface with all elements of the program team to develop targeted Program Planning surge support. They will ensure major projects and program schedules and plans are integrated across company functional groups, including finance, engineering, material, manufacturing, and quality. The role involves tracking plans and schedules, performing risk analysis, and identifying and resolving critical path and network logic conflicts. The individual will utilize Gantt charts, Critical Path Method (CPM), Driving Path, Variance metrics, milestone charts, Earned Value Management (EVM), and other project management techniques to gauge progress and identify performance variances, facilitating focus and intervention on critical areas. Ensuring compliance with internal program procedures and project control system guidelines per DECM metrics is also a key responsibility. Additionally, the individual may lead or participate in scheduling status reviews.

Essential Functions:

• Responsible for providing guidance, coaching, and training to planning/scheduling employees
• Develop integrated master schedules using IMP, SOW, and WBS
• Create and track plans and schedules, perform risk analysis, and identify and resolve critical path and network logic conflicts
• Perform Critical Path Analysis, Schedule Risk Analysis, and Schedule Metric Analysis - such as BEI, CPLI, SPI, etc.
• Manage complex projects or processes with general oversight
• Responsible for providing guidance, coaching, and training to other employees
• Communicate within and outside of own function to gain cooperation on operational processes, practices, and procedures
• Make/recommend substantial improvements to systems and processes
• Contribute to the achievement of departmental goals and operating plans with direct impact on departmental results
• Perform regular analysis of program schedules to evaluate program and enterprise-wide resource needs through the integration of all program schedules, including metrics on schedule status, critical path analysis, schedule variance analysis, network logic validation, and program baseline maintenance, including support of Earned Value Management performance metrics
• Utilize Gantt, PERT, milestone charts, earned value management, and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas
• Prepare, develop, and coordinate integrated master plan and integrated master schedule (IMP/IMS) using MS Project, Excel, and PowerPoint
• Ensure projects and program schedules and plans are integrated across company functional groups, including finance, engineering, material, manufacturing, and quality
• Ensure compliance with internal program procedures and project control system guidelines
• Work consists of making significant improvements to processes, systems, solutions, or products to enhance the performance of the job area
• Provide measurable input on new products, processes, or standards in operational plans that will have some impact on the achievement of overall functional results
• Communicate within and outside of own function or business area and have responsibility for communicating with parties external to the organization (eg, customers, vendors, etc) when necessary
• Explain, interpret, and gain cooperation on policies, procedures, and practices
• Contribute to the development of goals for the department and planning efforts (budgets, operational plans, etc.)
• Establish short-term operational plans with measurable contributions to function or business area results
• Conduct extensive investigations to understand the root cause of problems Problems span a wide range of difficult and unique issues across the function and/or business area
• Develop new concepts or standards
• Attend and lead scheduling status reviews and conduct briefings with senior leaders, which requires the ability to communicate matters of importance to the function or business area
• Work to influence others to accept individual or team’s views or practices and changes to concepts, practices, and approaches
• Participate in schedule training, engineering, and program excellence organization
Work to achieve operational targets within the job area with some impact on department results

Qualifications:

• Bachelor’s Degree and a minimum of 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, a minimum of 13 years of prior related experience

Preferred Additional Skills:

• Working knowledge of Planning & Scheduling Excellence Guide (PASEG), Version 40, EVMS Standard (EIA 748-D), Integrated Product and Process Development (IPPD), and Integrated Program Management Report (IPMR) is strongly desired
• Experience with subcontractor schedule integration

• Experience working on DoD projects in a Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment
• Experience leading planning & scheduling efforts for large, high-visibility Government projects
• Experience creating and/or maintaining an Integrated Master Schedule (IMS) and any supporting schedules on assigned projects/programs; creating and presenting project-level reports, presentations, and deliverables that reflect risk and status to program management and senior management relating to the IMS is required
• Monte Carlo Risk Analysis (Schedule Risk Analysis)
• Working knowledge of Space and Airborne Systems programs
• Experience with Project Server
• Structured Solutions - SSI tools management
• Program Management and Coordination experience, SDLC (Systems Development Life Cycle) process
• Critical thinking and problem-solving, attention to detail, and quality of product deliverables
• EVMS – Earned Value Management Systems

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $86,000-$159,500. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $98,500-$182,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
