Job Description:
We are seeking a Sr. Specialist, Supply Chain Management (Compliance Analyst) responsible for developing, implementing and administering supply chain programs, tools and processes for multiple supply chain functions including commodity management, material management, procurement and subcontracts. Focused on supporting Contractor Purchasing System Reviews (CPSR) to ensure compliance with government contract requirements for defense and aerospace operations. The Sr. Specialist will conduct internal audits, develop corrective action plans, and maintain accurate procurement records.
Essential Functions:
- Prepare customer flow down documents to communicate terms and conditions to suppliers.
- Work with Legal counsel, support buyer negotiations of terms and conditions and create custom contract clauses and language as required and store all in company Oracle ERP system for buyer use.
- Ensure compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant regulations.
- Work with changes in procurement regulations and standards and update company policies and procedures accordingly.
- Conduct internal audits of purchasing processes and documentation to ensure readiness for CPSR.
- Develop and implement corrective action plans to address any deficiencies identified during internal audits or CPSR.
- Assist in the preparation and submission of CPSR-required documentation and reports.
- Develop, update, and maintain procurement policies and procedures to ensure compliance with government contracting requirements.
- Provide training and guidance to procurement staff on compliance-related matters.
- Review government contracts and subcontracts to ensure compliance with applicable laws, regulations, and company policies.
- Work closely with the procurement team, legal department, and other stakeholders to ensure a cohesive approach to compliance.
- Communicate effectively with internal and external stakeholders regarding compliance issues and resolutions.
- Identify opportunities for process improvements to enhance compliance and efficiency in procurement activities.
- Implement best practices and industry standards in procurement compliance.
Qualifications:
Bachelor’s Degree and minimum 6 years of prior relevant Contract Compliance experience. Graduate Degree and a minimum of 4 years of prior related Contract Compliance experience. In lieu of a degree, minimum of 10 years of prior related Contract Compliance experience.
Preferred Additional Skills:
- Strong knowledge of government contract and procurement principles contained in Federal Acquisition Regulation (FAR), Department of Defense FAR Supplement (DFARS), NASA FAR Supplement (NFS) and the ability to research regulatory requirements of customer contracts.
- Good analytical skills and comfortable using Microsoft Office for developing analysis tools, tabulating and charting data with complex data sets.
- Strong personal commitment to ethics and integrity in all tasks including internal/external compliance and audit actions
- Strong organizational skills and attention to detail.
- ERP Systems in a manufacturing environment such as Oracle eBusiness Suite (EBS) purchasing modules, including terms and conditions and supplier information.
- Experience in firms that supported government contracts/subcontracts.
