Job Description:
Essential Functions:
• Provide support to Marketing and Proposals in the development of new business proposals by ensuring all programmatic elements are addressed and costed accurately
• Lead proposal efforts for follow-on business for programs/customers assigned
• Review all proposal materials, drive completion of compliance matrices and Basis of Estimates (BOEs), prepare proposal documentation, and chair proposal review with upper management
• Assist in maintaining Customer Relationship Management (CRM) system for assigned programs/customers
• Provide support as required during negotiations and provide a smooth transition from the proposal phase to the contract phase
• Prepare a Program Plan for each assigned program to include (as a minimum) the overall Program Schedule, detailed tasking, budgets, deliverables, Work Breakdown Structure (WBS) and resources, and comply with the customer Statement of Work (SOW) to meet all program aspects and special ground rules
• Conduct kick-off meeting at the outset of each new contract with the program team to review requirements, budget, schedule, and initiate work on the program
• Prepare bottom’s up Estimates to Complete (ETCs) and Estimates at Completion (EACs) quarterly
• Maintain Earned Value Management (EVM) metrics with the ability to conduct variance analysis to drive corrective actions and maintain program control
• Work to achieve operational and financial targets to attain division goals
• Contribute to the development of goals, processes, and procedures for the Program Management department
• Prepare and present program review documents monthly
• Ensure contractual documents and any subsequent revisions are distributed and any changes clearly defined to the program team members
• Establish and maintain an interface with the customer for reporting program status, preparing for and conducting all meetings with the customer such as Systems Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), Test Readiness Review (TRR), and Technical Interchange Meetings (TIMs)
• Communicate with internal and external personnel (e.g., customers, vendors, etc.)
• Explain, interpret, and gain cooperation on policies, procedures, and practices
• When required, provide guidance, coaching and training to other employees
• Monitor progress on the program through day-to-day contact and internal reviews to ensure that schedule, cost, technical specifications, and other programmatic requirements are being achieved
• Perform required Program Management tasks with only general oversight
• Manage complex projects, involving delegation of work and review of work products
• Proactively anticipate and manage potential risks and opportunities (R/O) to optimize program performance, and to achieve or exceed business goals Lead the R/O management approach for the program, develop the R/O action plan, and manage it to a favorable outcome
• Provide weekly program progress reports to the Senior Manager of Program Management
• Perform other duties as assigned consistent with the primary duties of the position
Qualifications:
• Bachelor’s Degree and a minimum of 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, minimum of 13 years of prior related experience
• Proficient in computer software applications such as Microsoft Project, Excel, and PowerPoint
• Capability to produce milestone schedules, spreadsheets, and other program related reports
Preferred Additional Skills:
• Earned Value Management (EVM) experience
• Project Management Professional (PMP) certification
• Department of Defense experience
• Excellent organization, oral and written communication skills
• Ability to obtain a Secret Clearance
