Job Description:
The Deputy Program Manager will support the Lead Program Manager to manage the cost, schedule and technical performance of programs and projects in support of modernized GPS business area. Drives program execution to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participate in the negotiation of contracts, preparation of proposals, preparation of business and program plans, development Statements of Work and be responsible for the profit/loss of assigned programs. Directly interacts with the Customer and supports program reviews to discuss current performance. Works with site management and customers to establish strategic priorities, advance capabilities and grow product line. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocating resources or changing contractual specifications. Helps establish design concepts, criteria and engineering efforts for product research, development, integration and test. Assists in directing the work of employees assigned to the program from technical, manufacturing and administrative areas. Works with functional management to assure appropriate staffing levels, resource skills and provides individual performance inputs. Works with internal and external suppliers to assure on-time deliveries. Must possess excellent communication/presentation skills and be able to work effectively with diverse personalities and various levels of management. Travel will be required.
Essential Functions:
- Experience as a Program Manager with DoD related programs in a progressively more responsible technical and program leadership positions is required.
- Works under consultative direction against annual goals to manage complex project initiatives of strategic importance to the organization.
- Must be proficient with Microsoft Office tools, including Project Scheduler.
- Ability to construct and manage to a WBS & SOW is required.
- Maintain constant awareness of program objectives, plans, schedules, upcoming events, risks, issues, changes and change-control, and current performance status.
- Maintain constant vigilance in all day-to-day activities to assure proactive management of risk, issues, and changes.
- Assure customer performance commitments are met, and program assets are effectively managed.
- Extensively analyzes problems to seek understanding of the root cause of the problem.
- Experience with Project Finance (analysis, performance baselines and monitoring, forecasting, invoicing, and earned value management)
- Experience in all phase of Proposal Development (planning, coordinating, basis of estimates, and submittal)
- Participates in the negotiation of contract and contract changes.
- Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocating resources or changing contractual specifications.
- Ability to work extended hours
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior relevant experience OR Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
- Minimum 6 years of prior program management, proposal management and EVMS experience
- Minimum 4 years aerospace and defense industry experience.
- Minimum 4 years’ experience leading development, transition to production, and full rate production programs required.
- Ability to travel 30%.
- US Citizenship is required for this position.
- Top Secret Security Clearance is required for this position.
Preferred Additional Skills:
- Formal training in Project Management, including PMP certification is preferred.
- Develop integrated master schedules using IMP, SOW and WBS.
- Perform Critical Path Analysis and Schedule Risk Analysis
- Create High Level Schedule Charts for monthly Internal Program Reviews
- Strong knowledge of Earned Value Management Systems
- Ability to construct and manage to a WBS & SOW

- Ability to work in fast-paced environment with frequent demanding deadlines

In compliance with pay transparency requirements, the salary range for this role is $104,500 - $193,500 This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
