Job Description:

Leads capture and business development initiatives for the Supply Chain team to secure new and/or follow-on contracts. Manages all Supply Chain aspects of the pursuit and proposal process, including the development of technical solutions, management solutions, cost elements, and contractual terms & conditions. Develops capture strategy including business solutions for pursuit of opportunities; gathering market intelligence, identifies attractive market segments, competitive assessments, teaming suppliers, and price-to-win. Identifies the right pursuit team resources. Collaborates closely with Business Development, Proposal Operations, Program Management, Engineering, Operations, Contracts and Finance to formulate solutions that meet customer needs and deliver optimal value. Ensures that the proposal submitted is compliant, competitive, and executable after the win.

Essential Functions:

• Ability to obtain a US Security Clearance
• Knowledge and experience of the proposal process, Risk Mitigation, Project Management as it relates to Supply Chain
• Previous experience implementing change to improve processes
• Ability to lead others
• Ability to make strategic decisions while delivering results
• Previous experience preparing and delivering presentations
• Ability to Travel up to approx. 25%
• Basis of Estimate writing experience
• Negotiation experience

Qualifications:

• Bachelor’s Degree with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
• Must have DOD Supply Chain experience
• 15+ years in supply chain, capture management and international source development
• Must have high attention to detail. 
• Capable of managing and working in an environment that is fast paced, demanding, with a focus on problem resolution and process improvement.
• Strong organizational and time management skills.
• Intermediate knowledge of Microsoft Office products to include, Word, Excel, PowerPoint, Outlook, and Project.
• Requires advanced business knowledge. 
• Proven team player with outstanding customer relationship skills.
• Leadership capability to guide business or functional teams without formal management role.
