Job Description:
The Senior Manager, Subcontracts will be responsible for developing and leading projects, strategic initiatives, and continuous improvement events for a $7B segment comprised of 30 manufacturing facilities. This role will be relied on to lead subcontract excellence across the segment in close coordination with CHQ and sector subcontract managers. This position is responsible for overseeing segment-level subcontract performance, ensuring key metrics are both reflective and supportive of organization objectives. This role will work collaboratively across functions to foster a culture of excellence, ensuring subcontract activities meet or exceed performance requirements. Additionally, this position will be responsible for mentoring IMS subcontract managers, focusing on upskilling the organization’s proficiency across all phases of subcontracting, through on the job coaching and support of work in-progress across IMS. The Sr. Manager is responsible for developing the subcontracts command media, policy, and procedure documents, ensuring they are up-to-date, compliant, and effectively govern subcontracting activities. This role will be expected to lead projects independently and in collaboration with other functions/departments, to include managing across a matrixed workforce and potentially working with other segments to ensure alignment.
The Sr. Manager, Subcontracts will report into the IMS Segment Director of Supply Chain Strategy.
Roles and Responsibilities
- Develop and implement comprehensive subcontract strategies across the supply chain in alignment with segment leadership
- Harmonize subcontract processes across the segment and in coordination with CHQ led initiatives
- Spearhead initiatives to identify and implement process improvements, standardize best practices, and facilitate the adoption of innovative tools and systems across the segment
- Deploy the subcontracts skills survey on an annual basis and use the results to manage a training curriculum to close identified skill gaps across the segment
- Provide direct negotiation support (e.g., prepare negotiation strategy, cost / price analysis, negotiation envelope, and scripts) on critical suppliers or high value contracts
- Work closely with functional and cross functional teams to enhance the efficiency and quality of the subcontract lifecycle, while also managing risks and ensuring compliance
Required Qualifications
- Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior relevant experience. In lieu of a degree, minimum of 16 years of prior related experience
- 10+ years of Subcontracts Management experience in the Aerospace and Defense industry
- Proven experience in leading high performing teams
- Solid knowledge of defense supply chain and purchasing processes. Must have experience with FAR/DFARS contractual terms and conditions, and experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee).
- Expert knowledge in using price or cost analysis in bid reviews
- Experience in negotiation of large complex subcontracts and agreements
- Excellent analytical and organization skills
- Full proficiency in Microsoft Office Suite (PowerPoint, Excel, Word) with a specific focus on distilling down complex data to create executive presentations
- Must be a US Citizen (no dual citizenship)
Preferred Additional Skills:
- Bachelor’s degree in Business Administration, Engineering, or related discipline. Master’s degree in a related field desired, MBA is a plus
- Strong communication and interpersonal skills including the ability to interact with all levels of management
- Ability to manage change in an organization, reengineering its culture and approach to workload management
- Ability to work in an agile, fast paced environment and prioritize competing work assignments and initiative to complete tasks
