Job Description:
The Lead, Trade Compliance Specialist will be part of the IMS Segment Jurisdiction/Classification Team that supports multiple U.S. Government, foreign government and commercial programs across the various business units of L3Harris’ Integrated Mission Systems Segment. The Technical Specialist will provide technical and regulatory expertise to the team as it ensures that all business units meet regulatory, corporate, and local compliance requirements for the export jurisdiction and classification determination and import HTS classification of all commodities, items of information and related services being exported from, or imported into the U.S.
Essential Functions:
- Perform as a proactive, self-motivated, highly organized Team player with the ability to handle shifting priorities.
- Determine the jurisdiction and classification of commodities, information and related services in support of export operations and HTS classification in support of import operations.
- Obtain export Commodity Jurisdiction determinations and Commodity Classification Request results, as needed.
- Review supplier and Original Equipment Manufacturer (OEM) classifications and document internal concurrence or re-classification for export and/or import.
- Support engineering teams across the IMS business units with application of “design for export” concepts.
- Support the monitoring, maintenance, and retention of records and documentation used for jurisdiction and classification determinations and HTS classifications in accordance with regulations and L3Harris policy.
- Support compliance audits and assessments.
- Support development and presentation of appropriate training for L3Harris staff, including engineering and supply chain stakeholders.
- Support up to10% travel domestically and internationally
Job Qualification Requirements:
Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- United States Citizenship required with ability to obtain and maintain a DoD Security Clearance.
- Must have experience with classifying products according to the ITAR, EAR, and HTSUS
- Must have good organizational skills, as well as good verbal and written communication skills.
- Requires keen attention to detail, with the ability to learn and comprehend highly detailed laws and regulations.
- Demonstrated ability to perform research across both technical and regulatory/legal environments.
- Demonstrated ability to read, comprehend, interpret and follow complicated written and verbal instructions, interpret regulations, and the ability to communicate both orally and in writing at a professional level.
- Perform duties with minimum supervision and participate in cross-functional projects as assigned.
Preferred Additional Skills:
- Prefer working experience in regulatory environment (ITAR and EAR) in the aerospace/defense industry.
- Proficiency in Microsoft Office and OCR EASE.
- Strong people leadership skills; Encourages team contributions and team members to support each other.
- Communicate effectively and professionally (both orally and in writing) at all levels of the organization.
- Make decisions using sound judgement while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.
- Analyze, evaluate, and develop input to existing and new processes and procedures.
