Job Description:
L3Harris Technologies is seeking a Manager of Subcontracts who will lead the Mission Networks Sector Subcontracts team (up to 11 direct reports) in the Space & Airborne Systems Business Segment. In this role, the Subcontract Manager will be responsible both as an individual contributor who will manage specific subcontracts, basic ordering agreements and subcontractor relationships and be responsible for an organization of up to 9 Subcontracts experienced professionals and 2 Subcontract Administrative support person located in Melbourne, FL.
The SCM is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, requirements definition phase, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts leverages the variety of subcontract types, (i.e. fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customer. In this role tasks will include driving overall subcontract functional excellence within the Mission Networks Sector, including management of existing subcontractor relationships, support of routine customer task order/change proposal activity, managing to Program labor budgets, creation of new processes, training and development of the 11 direct reports, implementation plans, data analysis, and compliance reviews of subcontract files, preparation of estimates for bids and proposals, audit support (to include both internal and external audits such as CPSR, AS9100, etc.), and utilization of Lean-Six Sigma tools and methods to drive operational excellence. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, change management, risk management, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties may include management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on customer change requests and change proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure agreements, performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments. Subcontracts also supports government, customer and internal audits as required.
Essential Functions:

- Able to lead, mentor, and provide coaching and training to employees in Supply Chain and outside the Supply Chain organization.
- Interacts as a functional representative/subject matter expert internally with management and upper management and externally with customers, auditors and suppliers.
- Advanced skills to communicate effectively across Supply Chain, other functional organizations, executive leadership and a wide array of professional levels and functions.
- Advanced experience serving as the main leader for the assigned subcontracts organization or program.
- Advanced experience leading organizations supply chain activities, metrics, KPIs, proposals, cost savings/affordability initiatives and advise/communicate with senior management and cross-functional leadership.
- Leads Program supply chain activities, cost savings/affordability and advise/communicate with senior management and cross-functional leadership.
- Advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals including Labor Basis of Estimates (BOE) for Subcontract Management Labor.
- Responsible for (or lead) proposal efforts of high complexity, to encompass the creation, delivery, and presentation of Proposal Cost Review (PCR) content.
- Support cross-functional requests and inquiries (i.e., Contracts, Program Mgmt., Business Development, Engineering, Finance, Quality, Operations, Logistics, Trade Compliance and Regulatory Government Compliance, Accounts Payable, Property Management, etc.).
- Advanced negotiation skills, subcontractor management and program risk management experience.
- Advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
- Advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.
- Analyze and ensure compliance to prime contract and program's contractual, legal, technical, and quality requirements.
- Develop action plans to address problematic trends and escalates large issues with functionally approved action plans.
- Facilitates, performs and/or provides expertise to Subcontract Management (SCM) peers to perform program closeout of subcontracts related contractual obligations (e.g. CFE/GFE, deliveries, open commitments, residual material disposition) by completing program assigned actions.
- Collaborate with the program team to define appropriate execution methods to meet cash flow, cost, and schedule objectives upon program startup and during rolling wave. Monitor and report risk/ variances.
- Implement Supply Chain strategies to effectively align with the program execution, structure, and manage deliveries to milestones outlined in SOW and Program Management requirements.
- Proactive management of change requests. Ensure timely responses to change requests, hold subcontractors accountable to meet tight deadlines at times, evaluate change information, consolidate information into concise and effective contractual documentation.
- Proactive development of process improvements and better, more efficient / effective ways of working.
- Other duties as directed.
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience.
- Bachelor's degree (Business, Supply Chain, Operations Mgmt.) with a minimum of 9 years of prior related experience, or equivalent industry experience; or Graduate degree (Business, Supply Chain, Contracts Mgmt., Operations Mgmt.) with a minimum of 7 years of related experience or equivalent industry experience.
- In lieu of a degree, a minimum of 13 years of prior related experience in Supply Chain Mgmt. (with 7 years experience in complex procurement or subcontract management) is required.
- Total relevant professional experience to be in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
- Experience and knowledge of Subcontracts functional processes.
- Experience with Federal contracting/subcontrating process (FAR/DFAR/AMS)
- Experience in managing various types of complex subcontracts, including hardware, software, and complex services subcontracts.
- Experience in supplier negotiations, subcontractor performance and risk management.
- Demonstrated Experience with senior leadership communications.
- Ability to obtain a Public Trust Security Clearance.
