Job Description:
Responsible for the procurement of subcontracts including the management of cost, schedule, and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority.
Intermediate professional with practical knowledge of job area. Works under moderate supervision to set objectives for own job area. Communicates with contacts inside and outside own team to explain and interpret operational processes, practices, and procedures Identifies and addresses changes within own job area. Works to achieve operational targets with some impact on departmental results.
Essential Functions:
- Requires practical knowledge of the Subcontracts function within Operations and Supply Chain.
- Responsible for timely administration of subcontracts, purchase orders, contract modifications, request for proposals, negotiations, and processing of legal documents
- Interacts and communicates effectively with management, peers, and works directly with other functions such as: contracts, program office, and cross functional peers.
- Basic understanding of procurement systems and tools such as Material Requirements Planning (MRP), Control, Cognos, Quality, Excel, Peoplesoft Financials, Expo, PDM and other systems, execute transactions effectively in each system
- Serve as the Subcontracts focal point to assigned programs
- Accountable to Program Manager, Business Development, Supply Chain Leadership and Operations
- Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
- Work closely with Program Management Team and Technical personnel to support/manage proposals and subcontracts
- Support Program(s) and SCMs on negotiations and strategies development
- Negotiates and executes legal documents as required (i.e., Non-Disclosure Agreements (NDAs), Legal Agreements, etc.), based on assigned signature authority
- Work closely with Trade Compliance and provide guidance and support to the Program(s) related to correct document markings (i.e. Export Controlled, Proprietary Information, ITAR, EAR, etc.)
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Work (SOW) improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
- Ability to travel domestically and internationally
Qualifications:
- Bachelor’s Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.
Preferred Additional Skills:
- Security Clearance preferred
- Proficient in assessing Supply Chain risks inclusive of program, technical, schedule, quality for successful capture and execution (pre and post award)
- Proficient in providing risk mitigation plans to programs related to source selection
- Proficiency with EVMS, CAM, budgets and forecasting
- Experience with proposals, capture activities, Basis of Estimates (BOEs)
- Experience with Intellectual Property (IP) and Patent requirements to protect company’s IP and patents
- Effective communication skills
- Experience with development, production, sustainment, and service subcontracts
- Able to analyze and ensure compliance to prime contract and program's contractual, legal, technical, and quality requirements
- Basic knowledge in Federal Acquisition Regulations, Government Compliance and Audits.
- Knowledge of multiple contract types (i.e. CP, FFP, T&M, FPLH)
- Subcontracts experience with military, international, domestic and US Government programs.
- Knowledge of EAR & ITAR requirements and Export Laws and Regulations
- Experience with Statement of Work (SOW) requirements and understanding of technical requirements
- Basic negotiations skills to include negotiating terms and conditions, supply chain requirements, pricing, schedule, IP, data rights, etc
- Familiar with Procurement systems, MRP, ERP, software systems such as PeopleSoft, Cincom CONTROL MRP, SAP, Microsoft Office, EXPO Supplier Portal, and other metric reporting systems.
- Knowledge in assessing Supply Chain risks inclusive of program, technical, schedule, quality for successful capture and execution (pre and post award)
- Familiar with Quality Requirements (i.e. APQP, ZDP), and flow downs
- Ability to provide supplier evaluations and advise programs on source selection, split orders opportunities, long term agreements, and teaming agreements
- Knowledge with EVMS, CAM, budgets and forecasting
- Able to work in a high-pressure environment, meet deadlines and expectations, and multi-tasking
