Job Description:

Facilities management professional leads a facilities team and contractors, supporting the L3Harris’ customer missions. Responsible for space planning, construction management, maintenance and operations of the Intergrated Processing Facility (IPF) at Vandenberg site. Develops, manages and tracks facilities capital and facilities operating expense budgets and establishes long-range facilities strategic plans in support of business goals. Oversees the planning and implementation of space allocation, furniture and equipment layouts, communication services and networking requirements. Ensures facilities’ compliance with applicable building codes, guidelines, and regulations. Responsible for preventative, routine and emergency repair and maintenance of all facilities and facilities support equipment. Responsible to maintain and utilize a facilities maintenance management and work order system. Inspects facilities and evaluates such factors as HVAC systems, lighting, size, condition and suitability for occupancy. Coordinates work of contractors and interfaces with external government agencies on facilities matters. Jointly responsible for facilities security and health and safety standards within the facility.

Essential Functions:

  • Leads the facilities sustainment and maintenance operations for a 108K sq. ft. industrial facility.   Leads a 24/7 facilities team of 3 technicians + subcontractors. Oversee all preventative maintenance, repairs, and periodic facilities testing/certifications. Authors/approves all anomaly reports for out-of-tolerance facility system performance.
  • Ensures mission support by reviewing payload processing mission requirements and assess facility solutions. Maintain facility configuration 24/7 throughout customer occupancy. Implement and maintain cleanroom contamination control and ESD protocols. Respond to out-of-tolerance alarms & implement solutions. 
  • Supports business development efforts pertinent to customer utilization of the Integrated Processing Facility (IPF). Work with program management to identify business opportunities.  Direct all technical aspects of new business opportunities. Communicate facility capabilities to customers.  Author/approve Basis of Estimates (BoE) and engineering estimates in support of proposal development
  • Proven project management experience. Leads multi-disciplinary, major facility system upgrade projects. Oversees subcontractor activities including development of Scopes of Work (SOW) and Technical Evaluations of subcontractor proposals. Leads internal and external design reviews. Identify prospective projects to bolster or enhance current facility capabilities
  • Chair configuration control board and maintain facility baseline as documented in Facilities Interface Control Document. Provide technical oversight/inputs to Risk Management processesk. Maintain a 10-year rolling forecast of facility recapitalization projects.
  • Provide technical support to Environmental Health and Safety (EHS) for all facility codes and permits (federal, state, county, etc.). Support Real Property Lease/License renewals with Vandenberg Space Force Base
  • Exercises stewardship of assigned Facilities overhead and capital budgets. Approves purchase requests. 

Qualifications:

  • Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • 4+ years managing on-site facilities staff, supporting contractors and service providers. 
  • Must be a US Citizen and be able to pass a background check.
  • Ability of obtaining TS/SCI security clearance.

Preferred Additional Skills:

  • Has comprehensive knowledge and skills within a specific technical or professional discipline and may have broad understanding of other areas within the job function.
  • Proven experience in operation of complex building systems. This includes ISO 7 (Class 10K) Aerospace Cleanroom monitoring (temperature, humidity, particle counts, and hydrocarbons). 
  • Overhead bridge cranes up to 75-tons.
  • Mechanical equipment and HVAC systems.  Motor control centers & variable frequence drives, pneumatic/clean dry air compressors, chillers, boilers, dehumidifiers, etc.  Facility automation (building management system).
  • Electrical  systems including 480V switchgear and electrical distribution to major facility systems, diesel generators, and uninterruptible power supplies (UPS). Security systems, including facility alarms and access controls. Elevators, sewage and water distribution systems, facility infrastructure including roofs and large doors (internal and external).

In compliance with pay transparency requirements, the salary range for this role is $118,000- $219,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
