Job Description:
- Program management of complex development efforts aligned with our customer’s needs including Systems, Software, Electrical & Mechanical Hardware engineering; low rate to full rate production; and support of subcontract/supplier management
- Leverage an understanding of operational maritime technologies, such as networks, communications systems design and automation, command and control (C2) integration, machinery control, and/or information operations
- Follow-on business capture management and proposal development in coordination with the Program Business Area and Business Development team
- Integration and co-operative execution of low to full rate production programs with co-located manufacturing and quality organizations to ensure customer on-time delivery
- Develop program business plans including all financial metrics, staffing estimates, program status presentations, support of strategic market analysis, growth plans, competitor assessments, and conduct capability presentations to current and new customers
- Acts as primary contact with the customer and responsible for customer satisfaction
- Develop process improvement and cost reduction plans for program execution. Responsible for assigned Programs Financial, Schedule, and technical performance including all internal and external reporting to executive management and customers. Develop and maintain manning requirements to support development to program needs
- Manage financial forecasts, EAC, invoicing and receivables
- Manage for Risk and Opportunity
- Support material management and material risk mitigations with our operations group within our ERP system
- Work closely with subcontract management and supply chain groups to ensure proper flow-down of requirements and resolve supply chain issues,
- Work closely with the Contracts Manager and strategic partners to ensure contractual compliance and negotiation
- Understand the role and function of each team member, and through expert communication and leadership skills, establish a common understanding among team members on scope, schedule, and financial objectives.
- Actively participate in growth of the business by identifying and developing approaches to new business opportunities with new and/or current customers
- Must deliver and communicate the committed business case and provide senior management within the organization with the necessary information for managing the business via formal Internal Program Reviews
- Support and/or Lead Costing and Quoting for L3Harris Proposals
- Follow Program Management Policies and Procedures
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
- Must have an understanding of Government contracting requirement, such as FAR, ITAR, etc.
- Familiar with DOD/MIL standards and military equipment qualification process
- Must be knowledgeable of Earned Value management (EVM), Cost Performance Reports (CPR) as they relate to the WBS, schedule and cost plans.
- Ability to obtain a US Government security clearance
- Travel as required, 0-15%
Preferred Additional Skills:
- Higher education degrees in Engineering, Business Administration or related field preferred.
- Understanding of electronic system manufacturing; with focus on communication systems; command and control system, and/or machinery control/steering systems.
- Experience in the US maritime defense market
- Familiarity with system integration scope and project objectives
- Experience with subcontracts and vendor management
- Project Management Institute (PMI) Program Management Professional (PMP) Certification
